Transformation of the external economic conditions and development of application of information-communication technologies in education and in management have led to formation of new organizational models - territorially allocated (network) educational establishments realizing educational programs on the basis of application of distant educational technologies. New approaches to the organization of educational activity and to management of network educational establishment on the basis of management of knowledge of various type and a kind, and also knowledge bases as any innovative technology, demands essential expenses at a stage of their development and introduction. For maintenance of development of network educational establishments it is necessary to improve the educational legislation, and for formation of their structure adequate to the purposes of their activity it is necessary to use modern methods of modeling.

The concepts of the information educational environment is defined in the article. A basic component of information of educational process is creation of the information educational environment which will allow to overcome the gap between the turned out innovative techniques of training and impossibility of their mass distribution by virtue of absence of such environment in the system of professional skill improvement. The experience of realization of the concept of professional skill improvement and retraining of teachers in the sphere of informatization of education is shown on the example of the regional center distance education of Kalmyk republican institute of professional skill improvement of the teaching staff.

Distance education is called to play the vital role in preservation and development of the uniform higher education area of our country. For this reason research and revealing of the basic features of functioning of organizational structures of educational institutions as uniform complex is very important and actual problem. In the current article various models of educational institutions of distance education system in Russia is analysed, inner relations in various models of educational institutions of distance education system are shown.

Experience of carrying out courses for the teaching staff to improve their qualification in the field of working out electronic training-methodical complexes within the limits of Innovative educational program of the People's friendship university of Russia of the National project «Education» is considered in the article.

Experience in work arranging of the Statistics agency's computer centers of Kazakhstan Republic on different stages and levels of data processing is discussed in the article.

Approaches to forming and development of cognitive interests of pupils by means of information technologies in view of integrity of all elements of pedagogical system are considered in the article.
