THE ROLE AND PLACE OF TRADITIONAL SOCIAL INSTITUTES IN THE TIME OF SOCIAL MODERNIZATION IN RUSSIA IN THE EARLY 21st CENTURY
Abstract
The article is devoted to the problem of interaction and mutual influence between modernization processes in contemporary Russian society and traditional social institutions of some Nations of Russian Federation. No doubt modernization and tradition oppose each other, but the nature of their interaction seems much more difficult and diverse than simple antagonism. The institutes of traditional society and other elements of patriarchal social order implement the important function of social regulation. Also these institutions reduce contradictions and resolve conflicts, they contribute the establishing and maintaining of the dialogue between the public authorities and society. According to the author, the traditional social institutions are to be considered not as an obstacle in the way of progress, but as an important regulatory and adaptive mechanism. These issues are considered by the examples of the nations of the Northern Caucasus and some other regions of Russian Federation.

CHARACTERISTICS IMPROVEMENT OF PUBLIC SPACE AND THE DEVELOPMENT OF ROAD TRANSPORT INFRASTRUCTURE OF THE CITY OF MOSCOW
Abstract
The article is devoted to the improvement of public space and the development of road transport infrastructure in Moscow. From 1992 onwards, these activities are aimed at the transfer of housing-communal areas to break the functioning of and improve the quality of services provided with the mandatory security measures for social protection of the population, while maintaining stable social situation in the city.

The article deals with the basic forms of foreign economic relations of the city of Ulan-Ude. The structure of the management of foreign economic activity, marked its features. Foreign economic activity of the city of Ulan-Ude is aimed at creating conditions for the formation and development of foreign economic and international relations, ensuring the integration of trade and economic relations, attraction of investments into the economy of the city, as well as the exchange of experience in various fields with foreign partners.

Abstract
The article on the extensive factual material showing the main directions Rosiyskoe-Kazakh cooperation in the field of national economic security of the Russian Federation and the Republic of Kazakhstan at the present stage of their development. The author reveals and analyzes the main stages of this process, consider the action taken by the leadership of the two countries to liberalize the foreign and domestic policies of economic trends in the field of import and export. Particular attention is given to the consideration of the gradual formation of the Customs Union and the single economic space, etc. based on a broad regulatory framework, where the main document is the Declaration of Eternal Friendship and Cooperation.

THE CHANGING TRENDS OF THE LOCAL GOVERNMENT DEVELOPMENT IN THE MOSCOW CITY FOLLOWING THE ACCESSION OF THE NEW TERRITORIES
Abstract
The authors analyze the changing of the trend of the local government development in the Moscow City, following the accession of the new city areas that formerly were the part of the Moscow Region. The paper presents an analysis of the features of the Moscow City legislation on local government, assess the position of the Moscow regional branches of political parties on the issue, and examines the possible scenarios of the process that aimed at the leveling of the scope of powers of municipal formations of various types.

MASTER OF PUBLIC ADMINISTRATION (MPA): THE IMPLEMENTATION EXPERIENCE, PROBLEMS AND PROSPECTS OF DEVELOPMENT
Abstract
The article provides detailed description of the training programme MPA (Master of Public Administration) and MBA (Master of Business Administration) from the perspective of similarities and differences, with the accented attention on features of civil service training programme MPA. In the article author analyses foreign experience in the implementation of MPA programs: the case of China, the U.S., and peculiarities of formation and development of the above program in Russia at the present stage. The problems of low demand for the MPA program are discussed in article. Author places high emphasis on necessity for greater attention to the MPA program and the need for its development and implementation in the process of training of civil servants. Author argues about the necessity the creation of a coherent system of continuous education, starting with the first higher education and completing the degree Doctor of Public Administration (DPA), including the stage of the program is an MPA.

ANALYSIS OF THE RUSSIAN LEGISLATION IN THE FIELD OF INNOVATION DEVELOPMENT
Abstract
The article analyses the legislation of the Russian Federation in the field of innovation. Development and improvement of the innovation system in Russia are an integral part of the transition from catch-up to the advanced economies. Relevance of the research work is dictated by the fact that the innovative development of Russia and the promotion of innovation in it are necessary for increasing the country's competitiveness and improving position in the global market. The state is one of the elements of the innovation system. Its participation is carried out by forming a regulatory framework that will create conditions for the development of scientific and research and technical activities in the country. This article analysis federal legislation in order to study its strengths and weaknesses. Also, an attempt was made to propose a number of measures for its improvement and to address gaps.

SOCIAL AND ECONOMIC PROBLEMS OF RUSSIAN SCIENCE CITIES (BY THE EXAMPLE OF ZHUKOVSKY SCIENCE CITY)
Abstract
The problems of social and economic development of the science city are considered in the article. The similar cities were established by the government the last century to solve such problems as implementation of political and strategic objectives which demanded development of defense industry complex and its scientific support. Zhukovskiy is the example of science city. Localization of the hi-tech, innovative centers, different enterprises within one territory serves as a resource for solving tasks in the sphere of economy, policy, at the same time creating a number of competitive advantages to the region in which the science city is located. The author revealed some problems which prevent socio-economic development. The author made an attempt to solve the above-mentioned problems by developing the mechanism of authorities, city-forming enterprises and society interaction in Zhukovskiy.

Abstract
The state financial control is aimed at targeting of a due order in the sphere of the budgetary and financial relations. These objectives can be achieved only under a condition if financial control is accurately organized and stable. In article the author focuses attention to the organizations and control of target and effective expenditure of the State Budget. The question of control of targeted budget expenditure is well worked, both from the scientific point of view, and from the point of view of control methodology in practice. However, the insufficient development of a question concerning effective use of budgetary funds both in the theory, and in practice, an integrated approach to control in general - all this does a subject of article actual, and a perspective timely for research. The purpose of this article is the analysis of development of the state financial control in the Russian Federation, and also development of measures for its improvement on the example of activity of Audit Chamber of the Russian Federation. The author made an attempt to define ways of improvement of activities of Audit Chamber of the Russian Federation for the organization and implementation of financial control of a target and effective expenditure of budgetary funds.

FEATURES OF MOTIVATION OF PUBLIC SECTOR EMPLOTEES (BY THE EXAMPLE OF BUDGET ORGANIZATION «CONSULTING AND METHODICAL CENTER LICENSING»)
Abstract
The article investigates the modern approaches to address the essence of the motivation of civil servants as a special type of personnel. Based on the analysis of foreign and domestic research in the field of personnel management the author concludes that in the public sector, as well as in the public service motivation is the most widely used on the status or rank. However, the author emphasizes the important value of intangible incentives, which was confirmed by the data presented research staff motivation in the Federal State Institution “Advisory and methodical center licensing”. The paper attempts to clarify the existing and identify new features of modern motivation of public sector employees.
