The mission of the journal is to facilitate the scientific development of public administration as well as to create a platform for discussing interdisciplinary and practice-oriented perspectives in the field of public administration.
On the pages of the journal there are created an ability to discuss the main ideas and problems of public administration, analysis of current issues of public administration, the theoretical understanding of the trends and prospects of development of local government, synthesis of international practice and experience of public administration and management, lighting modern trends of development of higher professional education in the field of public administration, etc.

Socio-political determinants of social well-being of the population: Theoretical and applied aspect
Abstract
The study presented the analysis and assessment of the impact of socio-political factors on the level of social well-being of the country’s population (on the example of the Russian Federation). The authors highlighted the key indicators that are studied both independently and as part of integral indices. Thus, such variables as the level of social justice, national pride, indices of trust in government, public and individual indices of protest activity were of special interest, as well as the phenomena of social apathy and adaptation reflecting the activity aspect of the social well-being of the population. The authors used a comprehensive methodological apparatus, which included general scientific and private scientific methods: analysis, synthesis, deduction, induction, classification, systematization in the study of approaches to the consideration of components of social well-being; comparative discursive analysis of its determinants based on the works of Russian and foreign scientists, mathematical, statistical and secondary analysis of open data obtained in the course of previously conducted research on the stated problem. Analysis and assessment of the dynamics of socio-political indicators of social well-being revealed average indicators, which indicates the adaptation of the population to the current socio-political situation. The obtained results can be used by sociologists, economists, and political scientists in the development of conceptual provisions of social policy and social management, as well as for further scientific research.



Socio-political aspects of the implementation of smart urbanism projects
Abstract
The development and implementation of digital monitoring and management projects in leading urban centers is a current trend in urban development processes and the provision of modern municipal services. Digitalization of urban management processes based on information and communication technologies and artificial intelligence is designed to address issues of digital economy development, improving the comfort of citizens, energy efficiency, and environmental friendliness. However, the implementation of smart urbanism projects also carries significant socio-political aspects associated with a significant transformation of the system and forms of urban policy, issues of forming the public-private nature of urban management, processes related to local identity, as well as in the field of international political activities of cities. The relevance of the study is also due to the intensification of the processes of implementing smart urbanism projects in leading urban centers. Digital urban infrastructure has become almost mandatory for the successful development of global cities. Large cities and capitals of states also implement these projects to one degree or another. Thus, the objective of this research is to study the main socio-political aspects and factors inherent in the concept of a smart city in order to successfully and harmoniously implement these projects.



The issue of the relationship between leadership and organizational culture in politics
Abstract
The study is devoted to the study of the problems of organizational features of the actor’s development in politics through the prism of theories and approaches of management and political science. Methodologically, the work is based on a combination of approaches, including the concepts of I. Adizes, F. Laloux, E. Shein, a civilizational approach, and the anthropological dimension of interstate relations. The author aims to answer the question: what is primary - leadership or organizational culture? As a result, a number of the following conclusions are formulated. There are approaches in management theories, although they contradict each other, they give unambiguous answers to the research question. In political science, the situation is not so clear, including due to insufficient scientific study. In the field of politics, we can see illustrations of the relationship between leadership and political culture both on the example of historical cases and in the analysis of modern political actors (the EU and the UN are taken as examples of such). In this regard, it seems productive to use a civilizational approach, as well as the application of some management theories to analyze the political environment.



The principles of the organization of the public administration system during the reign of Catherine II and the modern political system in the Russian Federation: similarities and differences
Abstract
The study presents the author’s assessment of the impact of the reforms of the era of “enlightened absolutism” on modern Russia. The purpose of the study is to analyze the similarities and differences in the principles of conducting, implementing and results of reforms in the field of public administration of different historical eras. The XVIII century has changed a lot in the Russian Empire, it opens with the reign of Peter I and the country is on the path of comprehensive development, declares itself and its interests in the international arena. Large-scale changes also required large-scale in-depth reforms of the entire state. The work of the great reformer was continued with dignity under Catherine II. The reforms of the Empress, imbued with the ideas of the Enlightenment era, affected all spheres and, above all, the system of government. The transformations took place in several stages: starting with the reform of the Senate, then the reform of the administrative division of the territory of the state, changing and clarifying the powers of local authorities. Education reform also played a role in the course of the reforms - the country needed literate people at all levels of government. The transformations were based on such fundamental modern principles of the organization of the state as the principle of separation of powers and building a vertical of power. The authors drew conclusions about the degree and form of influence of reforms in the field of public administration of the time of Catherine II on the political system of modern Russia.



Development of digital media literacy in students in the context of specialized education: theoretical basis and methodology
Abstract
The study considers approaches to the development of digital media literacy among schoolchildren, taking into account the peculiarities of specialized education. Special attention is paid to the development of key skills such as critical thinking, the ability to analyze information, recognize manipulation and work safely with digital resources. Effective approaches to the integration of media literacy into educational programs, including interdisciplinary projects, research and the use of digital technologies in the educational process, are considered. The importance of cooperation between educational institutions, parents and experts in the field of digital culture is emphasized in order to create conditions conducive to the formation of sustainable competencies among students. The study analyzes innovative methods, such as the introduction of digital platforms, simulation environments and interactive tools, which increase the involvement and motivation of schoolchildren. The importance of project activities is also emphasized, which allows students to apply their knowledge in practice by creating their own digital products. The emphasis is placed on the challenges arising in connection with the preparation of teachers for work in the context of digitalization of education, the creation of appropriate educational materials and the adaptation of educational programs to the needs of a rapidly developing society. The problem of the shortage of qualified specialists, the need for regular updating of textbooks and difficulties with the introduction of new technologies into school practice is being raised. The recommendations include the development of specialized courses for teachers, conducting practice-oriented classes for students and creating conditions for the use of modern digital tools. The study highlights the importance of digital media literacy as a key skill necessary for successful socialization and professional development of schoolchildren. The ability to critically evaluate information, navigate the digital environment and effectively use modern technologies becomes the basis for their successful adaptation to the conditions of global digital transformation.



Improving migration policy mechanisms using blockchain technologies
Abstract
The study examines the peculiarities of the impact of migration processes on the socio-economic development of the Russian Federation and current security issues. The authors analyzed contemporary approaches to improvement of the migration policy of the Russian Federation. The authors evaluated the possible advantages of using blockchain technologies in migration regulation mechanisms, including their implementation into the perspective system of a single digital profile of a foreign citizen. The authors conclude that this initiative has the potential to provide significant economic returns, anti-corruption effect and, thus, could increase the level of national security of the country.



INTERNATIONAL EXPERIENCE OF PUBLIC ADMINISTRATION
Interactive model of the China-US-Russia triangle relationship: Theoretical analysis and development prospect
Abstract
This study examines the interactions within the China-US-Russia triangle using the two types of strategic triangle theory. By analyzing Dittmer’s four models - family triangle, romantic triangle, stable marriage, and unit veto - it explores the evolving dynamics between these three countries. Currently, the relationship between China, the US, and Russia most closely resembles a stable marriage, where China and Russia cooperate against the United States. As a global power, the United States attempts to contain China and Russia through two lines, especially through economic, military and diplomatic means to suppress China’s rise, while countering Russia’s geopolitical threats. China and Russia have gradually approached under the pressure of the United States and formed a stable strategic cooperative relationship, especially in the fields of energy, military and diplomacy with a focus on handling Western sanctions and pressures. Drawing on Martin White’s dynamic triangle model, the study also explains the semi-final type of the triangle relationship and suggests various future possibilities for the relationship between the three nations.



Nordic countries’ practices of state regulation of immigrant integration
Abstract
The effectiveness of immigrant integration policies remains a topical issue in academic literature and political practices. This issue touches upon aspects of finding a balance between ensuring a high level of social guarantees for immigrants, on the one hand, and the economic stability of welfare states, on the other. The impetus was given by the 2015-2016 migration crisis, which demonstrated the inability of the European Union to promptly develop appropriate management strategies for the reception, accommodation, and integration of new arrivals. The aim of this study is to analyze the models and approaches to immigrant integration. Using comparative methodology, the authors argue that traditional models of assimilation and multiculturalism have lost their relevance and have been replaced by the model of civic integration as a response to the challenges faced by the Nordic countries as a result of the migration crisis. Adaptation to modern problems associated with the intensification of migration flows to the Nordic countries marks a “civic turn” in immigrant integration policies. The conducted analysis of state regulation in the field of immigrant integration in Denmark, I celand, Norway, Finland, and Sweden shows common trends, determined primarily by the logic of economic expediency. This allows the authors to conclude that immigrant integration policies are converging, which qualitatively distinguishes the current state of affairs from the period from the 1970s to the migration crisis, when the policies of the Northern European countries were characterized by multidirectionality.

Human relations in management: A critical analysis of neo-classical theory
Abstract
The field of management sciences has introduced numerous philosophy relevant to both theoretical and practical applications. One such approach is the Neo-Classical Management Philosophy, which emphasizes the human aspect of organisations. This study critically examines the application of neo-classical theory and their relevance to the practice of human relations. Drawing from a comprehensive review of literature and empirical research, the study explores the core concepts of neo-classical management philosophy, highlighting its significance in shaping modern management practices. The findings reveal that the strength of the neo-classical theory lies in its emphasis on individuals, work groups, and participative management, which are pivotal for achieving organisational goals. The study concluded that the neo-classical theory principles are relevant in human relations practice. These principles of addressing human issues, encouraging staff participation in decision making, emphasis on workers motivation plays an important role in effectively addressing human issues and ensuring managerial effectiveness. However, the study also concluded that limitations such as overlooking other important organisational factors such as organisational structure, procedures, and technology hinders the practical application of the theory in modern managerial practice. Consequently, the study recommends adopting a holistic and integrated management strategy that incorporates both structural elements and human-centric principles for effective managerial outcomes.



The experience of using “smart demolition” technology for residential buildings in Moscow
Abstract
This study discusses the issues related to the reconstruction of old housing stock and the corresponding improvement of existing infrastructure for more efficient use of urban areas, which, in turn, leads to better living conditions for citizens and an improved quality of life. It also addresses the issue of construction waste disposal as a by-product of renovation works, outlining a number of measures to regulate the handling of construction, demolition, and excavation waste (CD&E waste) (e.g., the mobile app “Mobile hard - and software unit”). The study also examines the procedures for dealing with construction, demolition, and soil waste in accordance with the Ministry of Ecology of the Moscow Region Order No. 134-RM, dated February 25, 2021. The aim of the study is to analyze the application of the technology of “smart demolition” of residential buildings in urban environments and the control of construction waste removal from renovation sites, followed by recycling into materials suitable for secondary use in order to reduce environmental pollution.
