Abstract
The article provides detailed description of the training programme MPA (Master of Public Administration) and MBA (Master of Business Administration) from the perspective of similarities and differences, with the accented attention on features of civil service training programme MPA. In the article author analyses foreign experience in the implementation of MPA programs: the case of China, the U.S., and peculiarities of formation and development of the above program in Russia at the present stage. The problems of low demand for the MPA program are discussed in article. Author places high emphasis on necessity for greater attention to the MPA program and the need for its development and implementation in the process of training of civil servants. Author argues about the necessity the creation of a coherent system of continuous education, starting with the first higher education and completing the degree Doctor of Public Administration (DPA), including the stage of the program is an MPA.
