ESSENCE AND ROLE OF SOCIAL CAPITAL IN THE PROCESS OF ADOPTION OF MANAGEMENT DECISIONS
Abstract
The author considers the capital as a factor of production, which is the accumulated stock of previously produced goods, which are involved in the current production of goods and services. Separately, the author focuses on the financial capital as a condition of economic activity, which is a possibility of concentration of economic resources (natural, labor, fixed assets) for production. The author especially emphasizes the importance of social capital as the stock of social contacts of the economic agent, clarifying the definition in its narrow and broad meanings. Formulated and generalized trends, fragmenting the institutional environment of the Russian economy.

SYSTEM OF MUNICIPAL GOVERNMENT IN MOSCOW AND SAINT-PETERSBURG: FROM REFORMS TO DEVELOPMENT
Abstract
Management at the level of a territorial municipal unit is a challenging task that requires concerted efforts of the federal, regional authorities and bodies of local self-government. Within the concept of separation of the powers between different levels of management it is necessary to ensure financial sufficiency in order for the bodies of local self-government to function. Search for the missing links in the chain of legal documents will facilitate a transition from antagonistic relationships between the federal and municipal authorities to the balanced action. This will increase the efficiency of the municipal management and, ultimately, the quality of life through-out the nation.

ON METHODOLOGY TO DESIGN TEACHING MATERIALS FOR COURSE ON STATE REGULATION OF NATIONAL ECONOMY
Abstract
The paper highlights methodology issues regarding teaching materials for the academic course to train full-time university students as competent, professionally active and mobile experts in the field of state regulation of the economy. The author reveals his view and provides practical recommendations regarding some key methodology steps to design didactic support for the above discipline. The author's methodology grounds on the principles of constructivism pedagogy, competence-based and student-centered approaches to educational process. The above methodology takes into account the particular features of modern Russian students and is developed within the framework of international integration, flipped classroom-based and clouding computing-based teaching technologies.

ONLINE COMMUNITIES AND PROTEST ACTIONS: THE SOCIAL MEANINGFULNESS OF THE INTERNET AS TOOL FOR POLICY CRITICISM
Abstract
Community media is created and controlled by a community of people in a geographic space or of similar identity or interest and is different from strictly commercial media, state run media, or public broadcasting. It is essentially meant to engage groups that are normally excluded or marginalized from the mainstream mass media process. Community media’s role becomes particularly evident when people are confronted by circumstances that test their capacity to stick together and forge a common front in dealing with a problem. Although having different technology and structural manifestations, community media have a common denominator which, in all cases, is the intention to push an idea unto the public sphere. Regardless of the issues and politics involved, citizens using the platform of community media want to have an arena to express their ideas to others. Community media exist in various print and electronic modes, including those on digital/new media platforms. In recent times, digital media technologies have grown in a manner that has led to a more widespread and extensive use of communication devices that rely on Internet connectivity to perform many functions. Consequently, emerging on this background are many online communities that serve as platforms for voicing out grievances against unpopular policies, using platforms such as blogs, wikis, vlogs and social media sites. This paper attempts, using virtual ethnography as a method of observation, to critically assess online media communities in Nigeria and situate them within the context of the currently growing trend of voicing social and political protests through the Internet by those who either lacked access to mainstream media or chose Internet platforms due to its peculiar characteristics. It concludes that whereas the Internet has become socially useful to the emergent communities, it has not been able to give them considerable leverage in influencing policy decisions at social and political levels.

ADMINISTRATIVE REFORM AND MODERNIZATION OF PUBLIC ADMINISTRATION AT THE LOCAL LEVEL IN GERMANY
Abstract
In discussing administrative reforms and New Public Management inspired administrative modernization in Germany the article the article focuses on the local level because, in Germany’s intergovernmental setting made up of the federal, the regional State (Länder) and the local levels, the local government level plays a crucial role in implementing public policies and functions. Consequently the local level has been the key arena of administrative reforms and modernization. Thus, while not leaving the federal and Länder levels out of sight, the article will focus of the local level.

THE FEATURES OF THE MODERN URBAN POLICY OF MOSCOW AND MOSCOW REGION
Abstract
The author has analised the General Plan of Moscow City Development for the period up to 2020, which identified key areas of urban development, worked out a comprehensive urban territory zoning, installed the priority urban activities on the basis of socio-economic and territorial preconditions for the reconstruction of the capital. The particular attention is paid to the closure function of the city - the function of the Russian Federation Capital. The aim, pursued by the urban development of Moscow, is to preserve and increase the special architectural, historical and cultural identity of the city and landscape, to create for the public and the future generations favorable life, safe and diverse urban environment. In the article, firstly, the author highlights the role of the Government of Moscow, structure, innovation and distinctive features of the General Plan of Moscow until 2020. Secondly, the legal framework and urban planning legislation was described in the article.
