Abstract
The author has analised the General Plan of Moscow City Development for the period up to 2020, which identified key areas of urban development, worked out a comprehensive urban territory zoning, installed the priority urban activities on the basis of socio-economic and territorial preconditions for the reconstruction of the capital. The particular attention is paid to the closure function of the city - the function of the Russian Federation Capital. The aim, pursued by the urban development of Moscow, is to preserve and increase the special architectural, historical and cultural identity of the city and landscape, to create for the public and the future generations favorable life, safe and diverse urban environment. In the article, firstly, the author highlights the role of the Government of Moscow, structure, innovation and distinctive features of the General Plan of Moscow until 2020. Secondly, the legal framework and urban planning legislation was described in the article.
