Consequently the local level has been the key arena of administrative reforms and modernization. Thus, while not leaving the federal and Länder levels out of sight, the article will focus of the local level.</abstract><trans-abstract xml:lang="ru">Статья рассматривает административную реформу в Германии, вызванную обращением к концепции Нового публичного менеджмента. Основное внимание уделяется местному уровню управления, т.к. во взаимосвязанной системе публичного управления Германии, включающей федеральный, земельный (региональный) и местный уровень, последний играет решающую роль в реализации публичной политики и осуществлении необходимых функций. Поэтому именно местный уровень стал ареной проведения основных реформ и модернизации в целом.
