Abstract

This article is dedicated to the problem of participation of the petty bourgeoisies in the system of municipal government in the pre-reform period of the late 18th and the first half of the 19th century. The author analyses activity of such estate institutions as the «gradskoe Society» and «posadskaya Community» from the viewpoint of their power and membership conditions. The article presents a comparative analysis of petty bourgeoisie societies’ activity in different russian cities and puts emphasis on the high level of the bourgeoisie's engagement in the work of local self-government.

THE «ENLIGHTENED BUREAUCRATS» - A NEW KIND OF RUSSIAN CIVIL CERVANT: AN ATTEMPT OF CHARACTERIZATION

Abstract

The article provides a comprehensive characterization of cadres, which became authors and conductors of the Great Reforms of the 1860s. The author emphasizes that modernization of the country would have been impossible without the enlightened liberal bureaucrats, among which is M.M. Speranskiy, E.F. Konkrin, P.D. Kiselev, D.N. Bludov and others. World view of the generation of rational bureaucrats was formed under the influence of ideology of the french Enlightenment, teachings of the french liberals during the Restoration period, the russian literature. Ruzhitskaya has highlighted distinguishing features of the new civil cervants who promoted reforms on condition of their apprival by the autocracy.

Abstract

Together with private and property rights and duties the bourgeoisie was given a number of social rights. These rights were realized by the means of the city estate corporational organizations - namely the bourgeois societies. In the article the picture of the work of the bourgeois societies at the turn of 19th - 20th centuries is described on the basis of the archive documents. At this period of transition from the traditional to the industrial society the tendency of overcoming the social hierarchy was clearly outlined.

Abstract

The article analyzes results of foreign policy of the ROC after the end of World war II. Despite considerable power limitations imposed on the Church due to the beginning of the Cold War, namely in 1948-1953 the «Peoples Democracy» countries experienced growth of autonomous Orthodox churches and the Union of Orthodox churches of the Eastern Europe wad established under the leadership of ROC. The article also deals with a number of problems of this period among which is the relations with the Serbian church during B. Tito’s rule, confrontation with the Ecumenical (Constantinople) Patriarch Afinagore.

GRANICHARS OF THE NEW SERBIA: THE SOUTH SLAVIC COLONIZATION OF RUSSIA IN THE 1740-1760Ws

Abstract

The article is dedicated to the Problem of Settlement of the South Frontier Territories of the Russian Empire by Serbian Granichars, who previously served in Austria. The Article gives a historiographic Overview of this Problem, justifies the Need of establishing military Frontier Settlements «the New Serbia» and the «Slavic Serbia», observes Relations Character between the Serbs and the neighbor Nationalities (the Poles, the Ukrainians, the Crimea Tatars). The Author concludes that the many ethnic Conflicts provoked by the Serbs in this Region are causing a lot of Problems for the russian Government, nevertheless it promotes expansion of Russia's southern Borders by advancing deep into the Territory of the Ottoman Empire. The article deals with the creation of settlements in the Ukraine’s south, and one of their main tasks was the protection of the Russian borders from Turks and Crimean Tatars. The author proves that Russian policy was directed on colonization of this south territory by Austrian Serbs. The Serbs were settled on the borderland with Zaporozhskaya Sech and as a result that caused different ethnic conflicts.

FROM HISTORY OF DISCUSSED TERRITORIES IN NATIONALWSTATE DEMARCATION OF SOVIET CENTRAL ASIA IN 1924-1925

Abstract

In article it is shown, that history of the national-state Demarcation in Soviet Central Asia per 1924-1925 was the important step in realization of Lenin national policy of Turkestan. In this question a great role was played by the Bureau of Central Asia Central Committee Russian Communist Party (Bolsheviks), and also the Kirghiz (Kazakh) ASSR management which insisted that the Tashkent district has been completely carried to Kazakhstan. However, the final decision on questions at issue was accepted in Moscow, in the central bodies of USSR with participation of representatives of Kazakhstan, Uzbekistan, Kirghizia and Turkmenistan.
