Abstract
The article reveals local authorities¢ relation to social and everyday problems of population at the time of the Great Patriotic War. Basic idea of the article is that there were numerous cases of formal relation to the problems of citizens on the part of local authorities. Though complaints to bureaucrats as a rule did not stay without attention of State power.
