FEDERALISM IN RUSSIA AND EVOLUTION OF THE REGIONAL STATEHOOD: THE CASE OF REPUBLIC OF DAGESTAN
Abstract
Approaches to the optimization of the federal government system should ensure increasing efficiency of the authorities at both federal and regional levels. The peculiar feature of federalism in Russia is that Russia includes ethnic republics where population is strongly driven by local traditions. It is impossible to ignore such ethnic traditions at the current stage of development of the state as far as relationships between federal center and federal subjects. An example of successful interaction within a federal system is the Swiss Confederation that has existed for approximately 800 years. It appears promising to compare the models of Russian and Swiss federalism and establish their similarities in order to facilitate future work concerning the system of government at the regional and national levels.

Abstract
The article discusses the new perspectives of realization of social projects on mutually beneficial terms with the public-private partnership mechanisms and its basic types. Federal and regional legislation and organizational and legal problems, that inhibit the development of public-private partnership are analyzed on particular examples.

STATE AS A LEGAL ORDER: OVERCOMING OF DUALISM BETWEEN STATE AND LAW IN H. KELSEN’S THEORY
Abstract
The article is devoted to the analysis of principal provisions of H. Kelsen’s “Pure theory of law” which clarify his point of view on the problem of correspondence between state and law as well as on the legal regulation of public authorities. Special attention is given to the method by which H. Kelsen overcomes the dualism of state and law - the result that is quite important in the context of necessity to examine these phenomena not as antagonistic but from the point of view of their mutual influence and interaction.

DIRECTIONS OF THE DEVELOPMENT OF LEISURE AND CULTURAL SERVICES IN MUNICIPALITY «CITY DISTRICT PODOLSK» OF MOSCOW REGION
Abstract
Federal government policy in the area of cultural services targets realization and development of the spiritual and cultural potential of the nation as the basis for the sustainable and holistic development of Russia. Municipal policy regarding cultural services stems from the general principles established at the federal level. The commonality of the policies at the two levels, however, does not mean their unifications. Only local self-government in close collaboration with the general population can establish the set of tasks that are considered critical and require both governmental and non-governmental resources. Cultural and leisure services concern each and every individual. It is important to use free time with the highest efficiency in order to restore physical, psychological conditions and morale. It is also critical to ensure balanced development of children.

UKRAINE IS IN THE INTERESTS OF THE WEST MULTINATIONAL CORPORATIONS
Abstract
The article deals with the interests of Western multinational corporations in Ukraine. The authors examine the reasons for the high-interest of western multinational corporations in the Ukrainian state. Among the such reasons the authors called advantageous geopolitical location of the country, equipped with natural resources, transport and communications capabilities, large population and so forth etc. The authors conclude that the fee for the rapid integration of Ukraine into European structures and the globalized world economy performs erosion of its national sovereignty and the loss of arms control mechanisms social-economic and political development.

Opened disadvantages in the activities of public administration bodies, hindering their effectiveness. Offered the ways of improvement of public administration in Kyrgyzstan, the most relevant historical traditions and mentality of the Kyrgyz and other peoples, inhabiting the Republic. They are uncompromising and consistent fight against corruption, achieving maximum transparency of work of public authorities, improving the quality of public services, and others.
