State regulation of foreign economic activity in China: problems and development prospects

Abstract

The research presents a comprehensive analysis of China’s system for regulating foreign economic activity amidst global instability and mounting sanctions. The study’s relevance lies in understanding how China adapts its regulatory mechanisms to protect national interests and strengthen its global position. The aim is to examine these contemporary mechanisms as a key factor in maintaining the competitiveness of the Chinese economy. The methodology employs a comprehensive approach, analyzing legal acts, strategic documents, and statistical data from China’s General Administration of Customs and Ministry of Commerce. The results show that China’s model is a dual system, combining strict state control over strategic industries with selective openness to attract investment. Key regulatory instruments include tariff and non-tariff measures, support for high-tech exports, investment stimulation via the “Belt and Road” Initiative, and actions to reduce dependence on Western markets. It was noted that in 2024-2025, China strengthened control over export revenues while expanding subsidies for domestic consumption. These findings confirm the effectiveness of China’s “controlled openness” model, highlighting a policy aimed at achieving technological sovereignty and reducing vulnerabilities through supply chain diversification and domestic market development. The study concludes that the uniqueness of the Chinese approach lies in its flexible combination of protectionist and liberalization measures. This balance allows the country to maintain competitiveness and increase its influence in the global economy despite external pressure. This work contributes to understanding the evolution of foreign economic regulation in a multipolar world and is valuable for researchers and practitioners in international economic relations.

Prospects for the development of Russia’s international cooperation with friendly countries in nuclear technology

Abstract

This study analyzes the prospects for Russia’s international cooperation in nuclear technology with friendly countries amid the global energy transition and geopolitical tensions. The relevance is justified by nuclear energy’s growing role as a stable low-carbon source ensuring energy security and compensating for renewable intermittency. The study aims to identify competitive advantages of the Russian nuclear industry and key challenges to expanding its global presence under sanctions pressure. The methodology employs systematic and comparative analysis of IEA, IAEA, and Rosatom data, along with case studies of foreign projects. The results show Russia’s global leadership in the number of nuclear power plants simultaneously constructed abroad. Rosatom’s competitive advantages include technological superiority, lower construction costs compared to Western competitors, and flexible financial mechanisms such as intergovernmental loans and build-own-operate models. Particular attention is given to African markets, where demographic growth and energy deficits create demand for small modular and floating nuclear power plants. The discussion highlights the uniqueness of Russia’s integrated approach combining turnkey solutions with local production localization and personnel training, fostering long-term technological dependence and political loyalty of partner countries. Challenges include growing competition from Chinese and Korean companies and the need to adapt technologies to developing economies’ specific conditions. The conclusion emphasizes that in a multipolar world, nuclear energy serves not only as an energy transition tool but also as a lever for Russia’s geopolitical influence, enabling high-tech export diversification and strengthening ties with Global South states. A distinctive feature of the study is its focus on the dual role of nuclear technologies as both a sustainable development driver and a factor shaping new international economic relations amid global fragmentation.

A strategy for strengthening China’s influence in African countries in the context of contemporary challenges and contradictions

Abstract

This study analyzes the China’s strategy for strengthening its influence in Africa amidst contemporary geopolitical challenges and intensifying global competition for resources and markets. The relevance of this study stems from Africa’s rapid transformation into a center of global politics and economics, as well as the need for understanding of Beijing’s new approaches to building long-term partnerships with African countries. The aim of this study is to identify key instruments and mechanisms of Chinese expansion in Africa, as well as to assess the evolution of China’s strategy, and to outline the possibilities for adapting this experience to the foreign economic practice of the Russian Federation. The research methodology is based on a systemic and comparative analysis of official documents and statistical data, as well as scientific publications by Chinese and Russian researchers. The results of the study demonstrate that China is implementing a multi-vector strategy based on a symbiosis of investment, infrastructure projects, and soft power. The study reveals a shift in Chinese business perception of cooperation with African companies as a promising sales market and a platform for localizing high-tech production. The discussion emphasizes that China’s declarations of non-interference in the affairs of African states conceal a profound systemic strategy that creates asymmetric interdependence. By implementing this policy, China is asserting its role not simply as an investor, but as the “architect” of the continent’s key infrastructure and institutional systems. The conclusion summarizes that the study’s uniqueness lies in its practical focus, as an analysis of Chinese experience allows us to identify effective investment and partnership models adapted to the local characteristics of Africa, which can be implemented in Russia’s strategy for expanding its presence on the continent, which is particularly relevant for the development of cooperation in the agri-food sector.

Railway transport infrastructure development policy in the Pre-Caspian Region of Russia: applying China’s experience

Abstract

Russia’s roadmap for achieving strategic objectives amid hybrid competition with the West represents a comprehensive framework of targeted measures to strengthen capacities across all domains, coupled with the dynamic advancement and renewal of technological capabilities. The state interests of the Russian Federation include the sovereign right to import and export goods. To successfully implement this right, it is necessary to develop a high-quality transport infrastructure as well as cargo and passenger transportation. To achieve this goal, it is essential to implement the most modern global models and practices, increase the number of people, and the capacity of the transport infrastructure. Russia cannot afford to lag behind in this area. After analyzing the information and interviewing experts on the transport infrastructure of the Pre-Caspian Region, we can say that the region has a weak innovative approach to railway transport policy. High-speed railways are the minimum that the Russian Federation should strive for and create infrastructure projects in this area. Transport infrastructure is one of the key resources for regional development. The Pre-Caspian Region of Russia, which includes the Astrakhan Region, Kalmykia, and the Republic of Dagestan, has a unique strategic position in the network of international transport and trade corridors connecting Europe and Asia. The Pre-Caspian Region is forming a transit hub that will stimulate economic growth, expand foreign economic relations, and increase the country’s transport and logistics attractiveness. The study examines the current state of railway transportation in the Pre-Caspian Region, analyzes the infrastructure potential, development level, and prospects for modernization. It assesses the challenges and opportunities of the existing transportation system in the region. The study explores the implementation of new technologies to enhance transportation efficiency and improve the quality of services for both cargo and passenger traffic. It also focuses on issues related to government regulation, security, and international cooperation. As an example, the experience of China as one of the leading countries in the field of transport communications and infrastructure projects is analyzed. The possibility of adapting successful infrastructure transport projects and innovations in Russia is considered. The transport policy of the Russian Federation in the Pre-Caspian Region should be aimed at gaining a leading position and an innovative approach. Unlike other studies, this research does not simply consider infrastructure in Russia as a whole, but focuses on the Pre-Caspian Region and uses China’s experience in high-speed rail as a model for adaptation.

The method of scenario-situational modeling in forecasting the innovative potential of territorial production complexes in the Far East

Abstract

The study is devoted to the examination of indicators of the economic state and innovative potential of the Far East, as well as individual entities. The theoretical basis of scenario-situational modeling and its importance in developing development strategies and forecasting the results of implementation are also presented. Purpose of the study is to develop scenarios for forecasting the innovative development of territorial production complexes in the Far East using scenario-situational modeling. The materials included analytical reports on economic activity in the Far East for 2020-2024 and ratings of Russian regions for 2020-2024. The methods used were analysis of statistical reports and scenario-situational modeling. The Far Eastern Federal District’s territorial production complexes are based on mining, fishing, logging, fuel and energy, the defense industry, and mechanical engineering. Khabarovsk Krai holds a leading position in terms of innovation potential. Overall, the region’s economic development is at a growth stage, despite existing problems (distance from the economic center, difficult terrain and climate, labor shortages, underdeveloped logistics, sanctions). Significant heterogeneity and unevenness in the development of innovation and technological processes throughout the district was noted. In addition, there are limitations on the innovative activities of industrial enterprises and an insufficient degree of implementation of technologically new projects in key sectors of the economic entity. Using the method of scenario-situational modeling, three options for the innovative development of territorial production complexes of the Far Eastern Federal District until 2030 are proposed. Each scenario takes into account a number of influencing factors, existing and potential resources, potential risks and threats, and productivity changes. The optimistic scenario predicts economic growth of more than five times that of the previous scenario. The optimal scenario, which can be achieved within the first two years, will reflect stagnation; however, there will be growth in economic indicators and expansion of the area of presence. The pessimistic model predicts a long-term economic downturn. The authors concluded that scenario-based modeling is effective in forecasting a region’s innovative development.

Mechanisms of state environmental supervision of the metallurgical and chemical complexes

Abstract

The relevance of the study is determined by the significant environmental impact of Russia’s metallurgical and chemical complexes, which are key industrial sectors and major sources of pollution. The tightening of environmental legislation and the introduction of new oversight tools necessitate a comprehensive research of their effectiveness. The study aims to analyze the system of state environmental supervision over these sectors and assess practical measures to reduce their negative environmental impact. The study is based on a systematic approach and an analysis of the regulatory framework, including federal legislation, by-laws (such as Government Decree No 1096), and industry strategies. The methods of comparative analysis of supervisory practices in the two sectors, examination of statistical data from the Russian Ministry of Natural Resources, case studies of specific enterprises (PJSC “Norilsk Nickel”, PJSC “MMK”), and generalization of materials from scientific publications and official reports were used. Results. The structure and key mechanisms of federal environmental oversight, carried out by Federal Service for Supervision of Natural Resources, are identified: risk-based inspections, automated emission monitoring, integrated environmental permits (IEP), and strict liability for violations. It is shown that a combination of administrative measures (fines, suspension of operations), economic incentives (subsidies for best available technologies (BAT) implementation), and corporate initiatives lead to environmental modernization. It was found that, despite common tools, supervision has industry-specific features: in metallurgy, the focus is on emission reduction under the national “Clean Air” project, while in the chemical complex, it is on building a chemical safety system and remediating legacy pollution. It is concluded that state regulation has entered a phase of eco-oriented transformation, where supervision acts as a driver of modernization. However, challenges remain, related to the wear and tear of assets and the need for large investments. Promising avenues for further research include the study of regional aspects of supervision, assessing the economic efficiency of BAT implementation for individual enterprises, and studying the adaptation of industries to new climate requirements, including cross-border carbon regulation (CBAM).

State and municipal control in the procurement contract system

Abstract

The introduction highlights the importance of state and municipal control in the procurement contract system for reasons of the use of significant amounts of financial resources from the budgets of the budgetary system of the Russian Federation, the need to ensure the efficiency and effectiveness of their spending, and the presence of high rates of violations of legislation and regulations. The study discusses in detail the types of state and municipal control provided for by Federal Law No. 44 (05.04.2013) in three areas: direct control over procurement; financial (treasury) procurement services; and organization of internal state (municipal) financial control (IS(M)FC). Their content is disclosed, subjects, objects and tools of control are analyzed, empirical information about control actions within the framework of legal acts is provided. For each type of control, audit tools and indicators are presented that reveal its results and effectiveness. The study notes that the legislation also provides for monitoring the activities of regulatory bodies in the field of procurement by the Ministry of Finance of the Russian Federation monitoring purchases, and provides information to assess the effectiveness and efficiency of such bodies. In conclusion, the importance of the chosen topic for improving legislation and regulatory legal acts, the practical work of control bodies in the field of state and municipal orders and research scientists is emphasized. The conclusion is made about the greatest importance of internal state (municipal) financial control and risk-based approach in the selection of control objects. The expansion of the use of digital technologies in the implementation of inspections and control measures, training and advanced training of employees of control bodies will contribute to improving the efficiency and effectiveness of control in the field of state and municipal procurement.

Management technologies and experience in implementing youth projects in the Russian Federation

Abstract

Youth is one of the priority management segments at all levels of the territorial organization - federal, regional, local. In the current governance structure at the State and municipal levels, there is a lack of clear and comprehensive parameters for measuring the effectiveness of policies for the younger generation. The Government is implementing a special strategy aimed at youth, which aims to ensure the successful inclusion of young people in various public institutions and processes. Russia’s domestic policy includes youth policy implemented by government agencies. Projects for young citizens are implemented in the context of the state strategy, which aims to provide favorable conditions for developing the potential of the younger generation and eliminating existing difficulties. Youth-oriented initiatives represent a strategically significant area of socio-economic development of the Russian Federation and are a key element of the government’s strategy for working with the younger generation. They help young people reach their potential, become active citizens, and prepare for their future careers. The Government actively supports such initiatives through funding, administrative assistance, and the creation of a supportive environment where the younger generation can develop their creative and professional skills. Youth initiatives are implemented using a specialized set of techniques and tools that make up the toolkit of project management, adapted to work with a young audience. The authorities create conditions for young initiatives by forming the necessary base. Such a ==strategy reveals the potential of young people, promotes mutual enrichment of ideas and competencies, forming fertile ground for the realization of youth ideas. The authors show that unlocking the opportunities of the younger generation is the key focus of Russia’s youth strategy. Usually, the initiatives of young people are aimed at improving those aspects of social reality that directly affect their own interests. Nevertheless, the strategic goals of the state adjust the direction of project initiatives in accordance with long-term national perspectives.

The Kyrgyz model of legitimate political order: from the network community to the network revolution

Abstract

The study examines the process of forming online media, their impact on the legitimate order in Kyrgyzstan. The vectors of the development of the network community are analyzed, the mechanisms of network resources are systematized in the context of ensuring a legitimate political order. The author analyses the network behavior of participants in the “color revolutions”. The conceptual basis of the work is that in the conditions of post-Soviet Kyrgyzstan, the network media and the network community turned out to be a factor of stabilization and destabilization. The media, within the framework of the media strategy developed by the Kyrgyz authorities, standardize the cultural and semantic codes around which the image of both the country and the political elite is created. As a result, the media will retain sufficient political space for the authorities to assert modern and traditional forms of political domination. The existing network format of political dialogue in the country is not only a consequence of the government’s media policy, but also the result of the information influence of external players represented by foreign organizations. This hypothesis suggests that a legitimate political order ensures the effective functioning of power, and its basic postulates exclude the presence of elements of a violent nature. The change of power and the circulation of the political elite in Kyrgyzstan through “color and network revolutions” demonstrates the instability of the legitimate order and the influence of external and internal factors on it. Hence the author’s conclusion that the events taking place in post-Soviet Kyrgyzstan, leading to a change of power due to “color and network revolutions”, are quite consistent with the culture, ideology and standards of Western democracy. This circumstance to a certain extent makes the legitimate order unpredictable in Asian political reality.

The treasury single account and fiscal transparency and accountability in federal universities of Nigeria

Abstract

Despite full enforcement of the Treasury Single Account (TSA) regime in 2015 to centralise public funds, enhance fiscal transparency, improve financial accountability, and curb corruption, financial irregularities persist across federal universities. Focusing on the Niger Delta region, the research highlights unique geopolitical constraints affecting policy outcomes. Grounded in Agency Theory, this study examined the effectiveness of the TSA policy in enhancing fiscal transparency, improving financial accountability, and curbing corruption in Nigerian federal universities, specifically UNIPORT, UNICAL, and UNIBEN. The study relied on mixed methods combining quantitative survey data (n = 158) analyzed via Chi-square tests with qualitative insights from semi-structured interviews and interpretation of secondary data from World Bank and Transparency International. Findings showed that while TSA has significantly enhanced fiscal transparency and accountability (p = 0.004), its implementation is marred by bureaucratic rigidity, operational delays, and circumvention strategies by institutional actors. Consequently, corrupt practices have not been fully abated due to reconfiguration into less traceable forms such as procurement fraud, contract inflation, and off-book cash payments. Despite savings exceeding ₦10 trillion nationally, Corruption Perception Index scores remain low, indicating systemic challenges beyond cash management. The study concluded that although the TSA regime has closed certain financial leakages, it is insufficient as a standalone measure. It recommends a holistic reform that integrates TSA with complementary anti-corruption strategies, including strengthened monitoring mechanisms, improved digital infrastructure, continuous staff training, and limited financial autonomy for universities. External oversight by agencies like EFCC and ICPC is also advocated to ensure comprehensive fiscal integrity within the higher education sector.
