MORAL HAZARDS OF PLACING BUDGETARY FUNDS WITH A COMPETITVE BASIS

Abstract

In the article the author considers the conceptual threat of monopoly a competitive basis for the placement of the state order in Russia. Appearance as a result of application of the tender system, the moral hazard in the allocation of public funds to provide a high corruption capacity the implementation of government projects. Often, the company claims to budget money, just about knowing where and how to get the desired result, due to the involvement of the leadership or the future subcontractor of a public authority in the process of placing an order. In this regard, in order of creation liability when the profit from the possibility of order “strangers” means, the author focuses on the necessity to reform the existing system of public procurement. At the same time, there are occurring unstructured latent processes of personalization of responsibility for the realization of several projects of strategic planning level and the need of institutionalization of the so-called operators of large national projects. Deciding this issue by creating state-dominated companies, the author think fit it’s possible to significantly enhance the incentive function of the state order for the national economy, at the same time, going out of moral hazard area during its placement.

THE PROBLEM OF THE USA PRIVATE BUSINESS PARTICIPATION IN THE SYSTEM OF PUBLIC ADMINISTRATION. THE EXXON MOBIL CORPORATION EXAMPLE

Abstract

The subject of consideration of this article is the mechanism for the formation of public administration of the United States. The US public administration system is characterized by continuity in domestic and foreign policy over the past 70 years as a minimum. Elite groups that can fight for power in the US and have the appropriate resource base and the necessary tools are traditionally formed from representatives of big business and financial circles. The authors of the article aim to identify and determine the role and place of big business as a source of recruiting American elites, which have a key influence on US policy in the form and scale in which we observe it today. In this study, the authors set themselves the following tasks: to analyze the mechanism for the formation of the US public administration system through the prism of the experience of the American corporation ExxonMobile. This analysis is carried out by the example of the incorporation of its representatives in the person of the head of the company Rex Tillerson in the US government system for the post of Secretary of State. This analysis is accompanied by the study of the ExxonMobile company as the largest and most influential transnational corporation. To achieve the objectives, the authors used the following research methods: structural, system, functional, comparative and historical methods. The authors also used the methodology of economic science: the method of scientific abstraction, the method of normative and functional analysis.

REGULATORY AND REGULATING DOCUMENTATION IN SCIENCE AND EDUCATION: PECULIARITIES OF LANGUAGE AND FORMULATION

Abstract

The modern administrative system of the Russian Federation is characterized by an increasing number of regulatory aspects. This property is especially widespread in the sphere of science and education. According to stakeholders, it often leads to excessive formalization and bureaucratization of processes in the work of scientific and educational organizations. Experts identify different reasons for the growth of bureaucratization: the complexity of interaction, the shortcomings of organizational and business processes, the problems of structure and distribution of responsibilities, insufficient competence of specialists, etc. However, the issues of stakeholders communication, so-called the “bureaucratic language” that is expressed in different approaches to the creation of regulatory and regulatory documents, are not fully revealed. The article shows how the language of modern regulatory influences the complexity of bureaucratic processes, describes a number of reasons that determine these features, and also makes the proposals, how to reduce their negative impact.

DEVELOPMENT OF THE SYSTEM OF PROJECT MANAGEMENT COMPETENCIES OF STATE CIVIL SERVANTS

Abstract

The effectiveness of the activities of public authorities directly depends on the level of qualifications of their personnel, the ability and willingness of employees to resolve complex problems in the dynamically developing and more complicated conditions of reforming the system and the methods of public administration. One of these areas of reform has been the intensive introduction of project management techniques in activity of executive bodies. The implementation of the project approach has to provide maximum economic efficiency and positive social impact in conditions of limited resources, to allow to effectively manage priorities and changes in the activities of state bodies. The implementation of project management techniques in executive bodies is accompanied by a sufficiently extensive set of legal and methodical documentation, taking into account the superstructure in the form of international standards, and these documents together set a rather high “bar” in relation to the qualifications of civil servants in the scientific methodology of project activities, legal and applied competence in matters of project management. In this connection, the issue of optimization of the system of qualification requirements for civil service positions is becoming topical.

ASSESSMENT OF THE COMPETITIVENESS OF CIVIL HELICOPTERS “MI” ON THE AFRICAN MARKET

Abstract

The relevance of the study is due to the requirements for accounting for the competitiveness of Mi helicopters on the African continent. In this regard, this article is aimed at disclosing the competitiveness assessment of JSC “Russian Helicopters” as a supplier of multi-purpose Mi helicopters to the African continent. The leading method to investigate this problem is the SWOT analysis method, which allows to consider comprehensively the competitive advantages of the product in the context of its functional significance and uniqueness. The article presents the research results, reveals the potential for the promotion of Mi helicopters to the African market, identifies the advantages and disadvantages of Russian helicopter technology, and proves the relevance of the task posed in the article. The materials of the article are of practical value for a wide range of marketers and managers of helicopter construction enterprises.

Abstract

In the article in the state of Russia’s national security goes out analysis of the main threats and security issues of Latin American countries in internal and foreign policy areas and also to the study of key trends impacting on the weapons market and its changes in the region. Attention is being given to investigation of the role and influence of these threats on the achieving of objectives, principles and tasks for Latin American countries’ foreign policy concepts in military and political spheres. Abstract

In this article, the author is discussing the impact of the innovative nature of development on the national economy. Disclosed is an intensive way of development by its practical applicability to economic development on the example of advanced countries. Problems that hamper the development of the national economy have been formulated, and tasks have been set for the Russian economic sector, allowing qualitatively to influence the emerging difficulties in the economic sphere of the Russian Federation.
