Abstract
The first decade of the XXI century raised the discussion of state's value, interaction between state and market, the needed degree, extent, limit of etatisation, forms of public administration that serve the national development interests. The article analyses the evolution of administrative reforms and public administration models that our society needs to reach new targets of socially - oriented and competitive development.
