On the development of regulatory frameworks for distance education in Russia

Abstract

The article analyzes the twenty-year period of development of distance learning technologies in Russia in an environment consistent formation of regulatory support, starting with the goals and objectives of the first concept of a unified system of distance education (1995). Discuss the development of the theoretical base and practical foundations for the introduction of distance learning on the basis of information technologies on the background consistently taken by the Ministry of education and science of the Russian Federation document. Issues of identification of trainees, the introduction of specific to e-learning and distance learning technologies types of work performed by teachers. Formulated contemporary task of implementing e-learning technologies in educational organizations.
