Concessioners and Soviet Labor Legislation: Loyalty of Labor in 1920s

Abstract

The regulation of working time at the USSR concessions of 1920s became one of the main themes of «working politics». However, concessioners were increasing the duration of working day, were organizing overtime work at enterprises. Rely on the archive material the author of the article makes conclusions that the offence against Soviet labor legislation about observing working time was due to scarcity of qualified Soviet working force.
