Abstract
This article discusses the development of periodicals in the pre-revolutionary Russia in the early XX century. In this historical period is the formation of a new political space, namely the establishment of the State Duma as a new state-legal institution of the legislature. The political struggle was the cause of growth in the number of periodicals, circulation and their geographic distribution, and most importantly, the newspaper has to have more authority than the book.
