THE EFFECTIVENESS OF CAR RECYCLING PROGRAMS IN GERMANY AND FRANCE
Abstract
The article is devoted to assessing the effectiveness of car recycling programs in Germany and France in 2009-2010. It summarizes the main EU actions on car recycling: there are three groups of mechanisms of stimulation the consumer demand for automobiles during the crisis. Based on the statistical data analysis there are 3 groups of EU countries identified in terms of car sales and its trends in 2008-2015. In the leading countries for car sales (Germany and France) is traced a close connection between the growth of sales during the crisis years and the implementation of scrappage programs. As a result of the comparative evaluation of particularities and issues of realization of programs in these countries it is determined that French experience on the whole is more successful than German one.

ARMENIA AS RECIPIENT OF FDI: TRENDS
Abstract
The article analyzes the volume, structure and dynamics of FDI in the Republic of Armenia and in comparable countries. For the most accurate assessment of the structure and dynamics of foreign direct investments in Armenia was used sampling of the basic parameters of FDI data, the comparison of which, in our opinion, will allow us to come to some conclusions. The purpose of this method - the analyses of volumes, structure and trends of FDI in the Republic of Armenia and in comparable countries. On the basis of this research the author revealed the problems in attracting foreign investments. Besides, the author suggests the ways to solve these problems, which will help to bring them to the level fixed in comparable countries. Fulfillment of these conditions by the Armenian government and the Armenian Development Agency (hereinafter - ADA) will give an opportunity to find the most optimal ways of using FDI as well as eliminating certain shortcomings.

BANKING SYSTEM OF COTE D’IVOIRE: MODERN TRENDS AND QUESTIONS OF DEVELOPMENT
Abstract
The article examines the current state of the banking system côte d’ivoire: a developing country. Special attention is paid to the analysis of the structure of the banking sector with the presence, regional and transnational capital. According to the author, the presence of the non national bank is necessary to resolve the problem of credit to the consumers and increase the competition in the financial sector.

SOCIAL AND ECONOMIC DEVELOPMENT OF THE REGION AS A FACTOR OF SUCCESSFUL POLICY OF SOFT POWER(on the example of promotion of russian language and education in russian in Latin America)
Abstract
The article highlights the current trends of social and economic development of Latin American countries, describes the region’s position in the world rankings in terms of the promotion of educational programs in Russian language within the federal target program “Russian language” for 2011-2015. It is proved that in today’s complicated geopolitical and economic conditions, Latin America remains a traditional partner of Russia and cooperation, as well as in education, is expanding. Key countries for the promotion of Russian language and education in Russian were identified using the methodology of multifactorial classification. The major factors, which contribute to the achievement of the objectives efficiently or, on the contrary, provide the dissuasive impact and create the risks.

PROBLEM OF EFFICIENCY OF REGIONAL INTEGRATION PROJECTS IN THE MODERN ECONOMY
Abstract
The article describes the problem of the regional integration effectiveness from the retrospect view of scientific approaches to the subject, and from the point of modern economic theory - “new regionalism”. The author highlights the benefits of this view, justifies its formation on the basis of objective economic factors. The author gives some modern examples of integration projects to illustrate his conclusions. The article covers a number of causes and conditions that make the integration associations and agreements effective in the current situation and prospects for the world economy and political system. In addition, the author describes a number of criteria grouped to show the effectiveness of existing integration blocs and to assess the possible effect of their creation. The author comes to the conclusion that the appeal and prospects of a union from the point of new possible members depend on the factor of political will and also of homogeneity of the member states on the level of the development of institutions and the economy in whole. In the case of significant differences barriers and risks are critical for the possibility of unification.

MODEL OF DECISION SUPPORT THE FORMATION PRODUCT STRATEGY AND PRODUCTION PLAN
Abstract
We consider the optimization model of planning the volume and range of products manufactured by the enterprise, taking into account the non-linear nature of the objective function. Currently planning is based on models with linear objective function that does not take into account economic law of decreasing marginal utility and leads to significant errors in terms of the saturation of the market sales. The feature of the proposed model is the nonlinear character of the objective function. The nonlinearity in contrast to the known models are taken into account in development of product strategies and enterprise decreasing marginal utility. The model is designed to support decision making in the formation of commodity strategy and production plan.

CREATIVITY IN POST-INFORMATIONAL DIMENSION: MARKETING ASPECTS
Abstract
The article analyses the impact that digital technologies have on key changes in the creative medium which in its turn triggers a shift of paradigms in the sphere of marketing. An attempt is made to overview modern explorations of technological and socio-cultural trends connected with new functions of creativity in postindustrial society. Evolving of new media and turning the consumers into millions of “micromedia” calls for new approaches to advertisement and PR management. The consumer becomes an active subject of communications and is not only capable of receiving creativity but of also actively reproducing it. The article analyses possible perspectives of development of social networks and other means of informational exchange in virtual media. It shows how, under the influence of informational technologies, creativity and involvement become the starting point of marketing transformation in the digital medium.

IMAGE BUILDING OF RUSSIA AND ITS PECULIARITIES IN THE PROCESS OF GLOBALIZATION
Abstract
The article deals with the image building of Russia on the basis of regional branding technology. The author examines the branding instruments, successfully used in the Russian regions for the development of eco-tourism, agro-tourism, ethno-tourism, etc. In order to defend Russia from disinformation in foreign mass-media the author gives a number of recommendations for the protection of the image of Russia in the context of information warfare, including:.constant information work with foreign mass-media; the creation of new means of communication, highlighting the real situation in the country; the development of the principle of “information transparency” in the interaction of government and society; the creation of a legal framework for the formation of structures to ensure information security.

Abstract
In article features of system of management of institutions of higher education in Western European countries. Examines the competitive advantages of Western European universities, their market orientation, the role of accreditation in the universities of Western Europe, the system of remuneration and benefits for teachers. In addition, the analysis of the best higher educational institutions of Europe in the highly competitive global market of educational services. The conclusion that administrative experience by educational institutions of Western Europe has to be adapted to the Russian specifics is drawn. Special attention is offered to be paid on accreditation procedures, market orientation of higher education institutions, systems of the individual training programs, elements of electronic training and serious training of students for further scientific activity.

STRATEGIES OF RUSSIAN UNIVERSITIES IN THE GLOBAL EDUCATION MARKET
Abstract
This paper analyses position of Russia and Russian universities in the global education market, where we cane note the decline of traditional leaders like USA and UK. It is related to the fact that new players are entering the global market and Russia is among them. The article analyses the main strategies of Russian universities abroad. Besides exchange programs and joint education programs the strategies of Russian universities include opening of foreign branches and setting up a joint university abroad. The potential of e-learning is not used efficiently enough while some other strategies like educational franchising are not used at all yet to enter a foreign market.
