A comparative analysis of experience in the development of rental housing markets in countries with a large share of home ownership
Abstract
The article analyzed the state policy for the development of rental housing. Countries were selected according to the following criterion: with a large share of housing in the property. The policy on the development of rental housing in the following countries is analyzed: Russia, Lithuania, Estonia, Bulgaria, Slovakia, Romania, Spain. Despite the statements of politicians in these countries about the interest in a civilized approach to the rental market, state projects are mostly experimental in nature and the share of investments in building social housing is very small. In a number of countries, attempts have been made to form long-term holistic concepts for the development of the rental housing market.
Policy water resource savings in the Russian Federation
Abstract
The policy of maintenance is considered by water in the international context of the importance of a water resource. Water is the basic ecological a component which connects together all processes occurring in Biosphere. Water is the basic resource providing all processes of ability to live of the person. Questions of its safety stand recently very sharply and acceptance of measures at level of the international community demand. According to the accepted Declarations of the United Nations, water is a resource which is a basis of ability to live of the person. The territory of Russia is not equally provided by water resources. For the purpose of preservation of stocks of fresh water and prevention of deterioration of its quality in Russia the legislation is developed. According to the current legislation of the Russian Federation, the user of resources obtains the permit to special water use and is responsible for pollution of a water source. The water legislation consists the Water Code, other federal laws and laws of subjects of the Russian Federation accepted according to them. The norms regulating the relations on use and protection of water objects, name «water relations». They can be regulated by decrees of the President of the Russian Federation which should not contradict the present Code, other federal laws. Procedure of working out of rules of law in water relations, is similar to working out and legislation acceptances in the Russian Federation. The enforcement authorities, which authorized by the Government of the Russian Federation publish the standard legal certificates regulating water relations in concrete territory. At change of articles of the law of the Water Code, on places effective standards are reconsidered. They are resulted according to a law effective standard. Local governments within the powers can publish the standard legal certificates regulating water relations, but only on the basis and to execute the present Code, and also to execute other federal laws, other standard legal certificates of the Russian Federation and other standard legal certificates of subjects of the Russian Federation. The water Code establishes principles of a water policy. The state policy of the Russian Federation assumes steady water use with preservation of quality of natural resources. The legislation accepted in the Russian Federation regulates relations in the field of protection of water objects and their water resources. The water Code also establishes legal bases of activity of the state-participant in the field of a water policy and uniform approaches to maintenance of steady water use within the limits of pools of water objects. The policy is directed on introduction of the mechanisms providing improvement of quality of a surface water in the course of use in the economic-household and industrial purposes. The modelling water code for the states-participants CIS establishes basic principles of the water policy directed on steady water use and protection of water objects and their water resources. The water legislation and the accepted standard legal certificates are based on principles of world value and civilization the importance of water objects. Regulation of water relations should be carried out full-scale.
About the middle class in Russia
Abstract
The article is devoted to consideration of the formation of the middle class in Russia and its importance for a stable and prosperous development of the state. Describes the traits of the middle class, attempt to summarize the criteria for the assignment of the population to the middle class. The analysis of the share of the middle class in the total number of the working population. The author deals with the acute problem of social security of the population, based on the amount of the subsistence minimum and minimum wage, and also offers solutions.

Abstract
The accelerated pace of development of science, government support of domestic pharmaceutical enterprises (in the form of subsidies and different grants for developers), increasing demands on quality drugs regulatory support, the complexity of the production of modern high-tech medicine, the introduction of rules of good practice, including taking into account integration of the Russian Federation in the Eurasian Economic Union, make the problem of availability of qualified personnel accompanying the drug at all stages of its life cycle is extremely relevant matter require a detailed study. The issue of ensuring the production of effective drugs due to the development of science, technology, innovation, human capacity noted in the State program of the Russian Federation “Development of pharmaceutical and medical industries” for 2013-2020, (“Pharma-2020”) as one of the primary solutions [2].

Honorary citizenship in Moscow history
Abstract
There was no accident in appearing of honorary citizenship class in Russian empire in the end of 18 century. It helped to solve several problems: removal of social tensions, integration problem of other worship and new ethnic groups, choosing people and giving them special privileges for the benefit of Russian state. Advantages of eminent citizens written by Katherine the 2nd in letters patent were: exemption from corporal punishment, conscription, ability in owning country yards and gardens (except for populated estates), moving around city in a carriage pulled by 2 or 4 horses. Titles of eminent citizens were inheritable. Grand children of eminent citizens who were bearing the title blamelessly could ask for nobility on reaching 30 years old. In 1832 Emperor Nikolay the 1st established manifest about class of honorary citizens. Honorary citizens were divided in personal and hereditary. Morozovy, Ryabushkinky, Guchkovy families were the famous representatives of this class. The title of honorary citizen was removed by VCIK and CNK decree from November 11 (24) 1917 about abolition of classes and civil officials. Soon it was decided (on the similar principals) to reward honored citizens with “honorary citizen” title for the benefit of the city. New title establishment not only helped to solve the problem of national scale but also encouraged the development of patronage, culture, science and municipal administration system in the whole Russian economics.
The problems of youth employment and possible solutions
Abstract
The youth in the society performs a special function and therefore requires close attention. In conditions of economic crisis the representatives of this group of the population are first in line for dismissal, so the problem of employment for young people is very sharp. The article discusses the current situation in the labour market and suggests some solutions to the problem of employment for this population.
The creation and development of the coalition of the RussianBelarusian group of forces at the turn of XX-XXI centuries
Abstract
In the article the author focuses on the need to ensure security of Belarus and strengthening its armed forces, gradually analyzing the steps of the state authorities in this direction, since 1992 - present. The role of Russia in the field of cooperation with Belarus and to ensure its military equipment. The author emphasizes the political position of the President of Belarus Alexander Lukashenko, who openly declares that Russia is an ally of Belarus that is confirmed by the approved General principles of military construction and the use of elements of military infrastructure in the two States. The results of a study conducted by the author showed that the main element of the created system armed defense of the two States is a regional grouping of troops.
