Abstract

The article, based on archival sources, examines the problems of the relationship between the War Ministry and the Treasury of the Russian Empire in 1909-1911 on the subject of the vote on Vladivostok Fortress’s reinforcement. The analysis allowed finding out that the conflict between V. Sukhomlinov and V. Kokovtsov, initially caused by personal dislike, became unvaried. The real causes were the low efficiency of administration, the weakness of munitions industry which couldn’tmeet the military demands, as well as the ministers’ inability to put the national interests above the department’s ones. As a result, all this became one of the factors, which led to the collapse of the Russian Empire.
