Analysis of public service reform in Russia

Abstract

This article presents a brief critical analysis of the reform of the Russian civil service institution at the present stage. The current problems of the bureaucratic organizational structure of management are analyzed. The necessity of solving the problem of finding new methods of interaction between government agencies, the expert community and civil society during the further reform of the public service of Russia is revealed.

DMITRY S. POLYANSKY AS A REGIONAL LEADER IN THE MEMORIES OF CRIMEANS

Abstract

Dmitry S. Polyansky (1917–2001) is known as one of the CPSU and USSR leaders. He combined his membership in the Politburo of the Communist Party (1960–1976) with the posts of Russian PM, the Deputy and First Deputy Chairman of the all-union Government, the Soviet Minister of Agriculture (1958–1976). Later Polyansky served a SU ambassador in Japan and Norway (1976–1987). As a politic and state activist he was involved to number of odious events: the transfer of the Crimean Oblast (1954), the defeat of the Anti-Party Group (1957), the “Ryazan affair” (1960), the “Novocherkassk massacre” (1962), the Nikita S. Khrushchev’s ouster (1964), the Warsaw Pact invasion of Czechoslovakia (1968), the arrest and deportation of Aleksander I. Solzhenitsyn (1974). Polyansky is also “accused” for the close relations with Joseph V. Stalin, the harassment to Alexander A. Galich, the concealment of Jewish origin, the bohemian lifestyle of family, the careerism and retrograde. But the other characteristics of him are seemed to be not noticed in literature and mass-media, although there are many facts that refute the dubious reviews about this representative of “red elite”. They underline his role in the development of the USSR and international cooperation, the fight against obscurantism in science and art, the support of Sergey N. Sergeyev-Tsensky, Vladimir S. Vysotsky, Valentin S. Pikul, Ivan M. Shevtsov etc. The article deals with the activity of Polyansky in 1949–1955. Unknown characteristics of this man, which belong to his relatives and former colleagues in the Crimea, are putting into circulation. The features of Polyansky’s image are recreated, the genesis of his personality is also explained.

Political reforms in Jordan following the events of the Arab Spring

Abstract

Following the events of the Arab Spring and the popular protests that broke out in some countries in the Arab world in 2011, including Jordan, extended political reforms were carried out in Jordan, including major constitutional amendments and developments in political life, political parties and civil society institutions. The study aims to identify the reality of the political reform process in Jordan that took place after the events of the Arab Spring. The importance of the study stems from the depth of the effects of the variables of this period on Jordan and its reform programs and its transformations towards democracy. The study aims to achieve the following objectives: To identify the nature of the factors and reasons that contributed to the outbreak of the current Arab revolutions, and identifying the reality of the process of political reform in Jordan before the events of the Arab Spring, and to study and analyze the political reforms in Jordan after the events of the Arab Spring.

Foreign experience in the implementation of state financial control in the sphere of capital construction

Abstract

This article is devoted to the peculiarities of the implementation of state financial control in the construction sphere by foreign control and accounting bodies. The article describes the main identified problems, their solutions and mechanisms for improving the controlled area. Key innovative tools used by control bodies are also disclosed. In the prism of the structure of control and accounting bodies, the issues of improving organizational work to rise the effectiveness of control are investigated. According to the results of the analysis, the main directions for improving SFC in Russia are proposed.

International indicators of government digitization: practical review

Abstract

The article analyzes international indices and other indicators used to evaluate government digitalization. The author evaluates Russia’s performance against international indices in comparison to other countries. The article defines critical limitations of the existing international approaches to evaluating digital government performance and proposes ways to address these limitations. The analysis is especially important in the context of implementing the national Digital Economy program, and Digital Governance federal project.

Abstract

The article examines the place of economic and social security in the national security system of the Russian Federation, as well as the degree of impact of education on the development of society, reveals the relevance of economic and social security in pre-school education. The article describes the evaluation criteria and conditions for ensuring the economic security of preschool education, explains the need for the occurred municipal and regionalization of education, addresses the issues of state support and public supply of education. The author analyzes the concept of “safe educational environment”, examines approaches to its understanding, gives a list of methods by which social security of the educational environment in a preschool institution can be ensured.
