Abstract
In article authors make a review of competence-based approach on public service in Ca-nada. Сompetency models are implied in many countries and recommended as an effective ap-proach of selection for public service. Authors emphasize on differences of effective and inef-fectice behaviours which are included in the model of professional competencies. The authors note that the model of profession competencies can be used in public administration sphere in Russian Federation, it coincides to principle of transparency in large measure.
