LONG-TERM PLANNING FOR PUBLIC INFRASTRUCTURE DEVELOPMENT AS A PRIORITY OF PUBLIC ADMINISTRATION

This paper presents an analysis of current state and perspectives for infrastructure deve-lopment as in the context of existing strategic planning and implementation of projects on the principles of public-private partnerships. At present, in accordance with Federal law dated June 28, 2014 N 172-FZ “On strategic planning in the Russian Federation” strategic planning system is forming. This system should certainly take into consideration the perspectives for public infrastructure development, including the principles of maximum attracting extra-bud-getary funding. So mechanisms of public-private partnerships have the greatest potential in this task. On the basis of in-depth analysis of federal and regional strategic planning documents at the level of goal-setting and programming the problems and prospects of spatial development of public infrastructure at regional and sectoral level are revealed. The article identifi es key strategic planning issues of infrastructure development, as well as the prospects for strategic planning for the public infrastructure development, using various forms, patterns and mecha-nisms of public-private partnerships (municipal-private partnership).
