Abstract
The article deals with the pressing problems of public management of processes of development of the Arctic region of Russia. Displayed the conditions of exploitation, reveals the objective and subjective difficulties the organization of effective public management in the Northern and Arctic territories of our country. Suggest ways to improve public management, leading to a speedy resolution of long-standing socio-economic problems of development of the Russian North.

MECHANISM OF REALISATION OF STATE FUNCTION OF MIGRATION REGULATION IN RUSSIAN FEDERATION
Abstract
The article is devoted to the analysis of mechanism of realization of state function of migration regulation in Russian Federation. Special attention is given to the forms of its realization as well as to the assessment of their correspondence and examples of their practical implementation. The authors conclude that migration is a phenomenon that requires its own legal regulation and targeted managerial influence, which led to the establishment of an independent function of the state migration state system. The authors emphasize the migration management contains the value dimension from the standpoint of implementation of principles of the constitutional system, among which the central place is occupied the protection of the rights and freedoms of citizen, from the posture of harmonizing public and private interests.

INTERNET AS AN EXTREMIST TOOL USED BY YOUTH ASSOSIATIONS
Abstract
The article is devoted to the problem of using the Internet as a tool of unification of efforts and positions of extremist organizations. The author emphisizes the fact that the Internet and social networks allow to create new, previously unknown mechanisms of public mobilization, in particular to organize a large number of people using flashmob. The article presents a brief overview of the quality characteristics of the sites of criminals, attracting the attention of people, and ways of organizing people into extremist groups in social networks. The author concludes that the shortage of legal forms of influence on the socio-political situation creates preconditions for self-organization of young people online and in reality. To overcome this situation, the author identifies a number of factors that determine peculiarities of extremism development in the youth environment.

SOCIAL WELFARE AS A FACTOR OF PREVENTIVE MEASURES OF EXTREMISM AMONG YOUTHS
Abstract
The article deals with factors in the spread of extremism among young people, in particular, due to the decrease in the level of satisfaction with existing conditions of life. The author emphisizes the fact that the level of life satisfaction is a comprehensive measure that reflects both personal feelings and objective side of life. The author clarifies that the degree of life satisfaction does not directly affect the behavior of young people in its conformist-protest activities, but reflects the nature of social relations, the level of material well-being, social and educational progress, etc. In the article the results of studies reflecting the assessment by the respondents of different spheres of life, the level of trust the youth to the state and public institutions, as well as the priority ways of solving challenges facing the young people of the problems and possibilities of young people to join the agencies, organizations, and movements that spread extremist ideas and behaviors. The author concludes that the youth don't participate in extremist movements because of a number of interrelated factors such as: general political apathy and alienation of the population from participation in any active political, including protest, and action; in the Russian society there are a specific structure of a civil action, dominated by detached interest in the events, but not direct personal participation; institutional constraints have a great importance, that's why extremism is actually outside the space of public morality.

FEATURES ASSESS THE READINESS OF THE ORGANIZATION TO SOCIAL ENVIRONMENT CHANGES IN PROCESS OF INNOVATION MANAGEMENT
Abstract
Status of the modern Russian socio-economic environment requires large-scale innovation in the activities of organizations. Special attention in this process should be given to availability of social protection organizations and social well-being of staff, since it is employees of the organization who are carriers of the human (in the form of professional and personal qualities) and social (in the form of social roles, status and communications) capital are not only in an object of administrative influence, but also one of the key players of innovation management. Without an understanding of the readiness of the social environment for innovation (technological, social, administrative, etc.), any changes are manageable risk to be ineffective (or even harmful). The article presents a pilot study which purpose was to determine the characteristics of understanding by management (operating in the energy sector), prospects for innovation on the basis of what have been identified as a possible problem, and the prospects of the innovation process.

FOOD INDUSTRY OF VENEZUELA:THE CRISIS IN THE CONSUMER MARKET
Abstract
The article is devoted to the problems of economic development of Venezuela, caused by food crisis. The crisis is accompanied by deficit of staple foods throughout the country because of unstable system of delivery of food in state stores. Moreover, there are exist of black foodmarket which fixes its prices iteratively higher. The authors emphisize the quality of life of the population fell to a record level in recent years in Venezuela that requires immediate government action. The authors identify and characterize the measures of state supervision in food industry in current conditions, in particular, the main directions of implementation of the program Misión Alimentación ("Mission Nutrition") are pointed out in the article. The authors attempt to formulate measures to improve the state food policy of Venezuela, directed to overcoming the crisis situation.

THE DEVELOPMENT OF NORTHERN AND ARCTIC TERRITORIES:MAIN PROBLEMS AND RESEARCH GUIDELINES(SURVEY OF STUDIES OF 2010-2015)
Abstract
The survey is dedicated to the studies of the development of northern and Arctic territories, published in Russia and abroad from 2010 to 2015. The structure of the survey shows the main directions of research in the sphere of the Northern and Arctic territory governance. According to the structure of the survey the sources are organized in groups: international cooperation, arctic policy of foreign countries and Russian Federation, economy and social sphere of Northern and arctic territories of Russian Federation, ecology and nature management, transport and communications. The author analyses the main topics and problems of the studies and proposes trends of further research.
