Abstract
The article analyzes the quantitative representation of citizens in the representative bodies of state power and local self-government in cities of federal significance. The Russian political system is still functioning accumulates experience as a full-fledged institution of democracy. In this connection, its development is largely determined by the organization of civil and political representation. Since the city of federal significance, in accordance with their status are two levels of public authority - the state (the subject of the Russian Federation) and local government (intracity municipalities), analysis of the issues of civil representation in these cities becomes of great importance. This article attempts to analyze some aspects of civil representation in order to identify the general tendencies of its development.
