SPATIAL DEVELOPMENT FOR UNDERDEVELOPED AREAS OF THE RUSSIAN FEDERATION IN FRAME OF PUBLIC ADMINISTRATION: PROBLEMS, PERSPECTIVES AND INSTITUTIONAL ENVIRONMENT

Abstract

Social and economic development of underdeveloped areas, mostly the Arctic zone of the Russian Federation is faced to objectively high risks in any kind of economic activities and also uncomfortable living conditions caused by an extreme combination of natural factors and shortage of infrastructure. The existing system for priming of economy in this fi eld needs improvement of legislative and normative legal base on both federal and regional levels. The Government of the Russian Federation already accepts a number of separate measures, however while they don't allow to provide in full favorable conditions for attraction of investors in the High North of the Russian Federation. In the article is convincingly shown that creation of an institutional basis of realization of the Arctic policy with participation of the state, business, science, and civil institutions on the basis of mutual responsibility becomes the major condition of a sustainable development of the Arctic zone of the Russian Federation. At the heart of projects for new economic development of macroregion institutional transformations which will positively change an investment climate should lie and will provide capital infl ow. The article proves necessity of determination and legislative recognition of macroregion as independent object of a public administration and policy in the frame of system of the state strategic planning.

DEVELOPMENT OF SYSTEM OF THE MULTIPURPOSE CENTERS OF PROVIDING THE STATE AND MUNICIPAL SERVICES TO THE POPULATION (ON THE EXAMPLE OF PRIMORSKY KRAI)

Abstract

The article deals with improving the quality of the provision and accessibility of public and municipal services. With the rapid development of telecommunications technology procedures for obtaining services and information to signifi cantly expand and modernize the system of provision of public services to the population and reduce the time spent on their production. Today, multi-function centers (MFC) are beginning to take root everywhere for this purpose, allowing in a short time with the help of «one window» system to obtain the necessary state and municipal services. The article is an example of monitoring satisfaction scores a population of existing forms of cooperation with government agencies, such as the MFC in the Primorsky krai. The study evaluated the performance of services such as schedule the MFC; territorial availability of the MFC; size, equipment, interior space MFC; queuing; the level of service on the part of specialists and others. Monitoring in general showed a high degree of satisfaction of users of public and municipal services on the principle of «one window». Although, despite that the participants of the survey is still a number of comments to the work of the multipurpose centers, which are currently in need of elimination.

FEATURES OF STATE REGULATION OF THE SPHERE OF EDUCATIONAL SERVICES IN RUSSIA

Abstract

Updating of research attention of sociologists and managers to problems of development of the sphere of educational services in the context of studying of questions of state regulation of this sphere has under itself an objective basis of increase of a role of education in reproduction of sociocultural realities of public life and social and economic, intellectual and other development of our country. Work purpose: on the basis of studying of organizational, economic, legal and other situations, and also the theoretical conclusions proving specifi cs of the sphere of educational services as object of public administration to determine features of implementation of state regulation by the sphere of educational services of high school as perspective direction of the state educational policy. Atamanchuk G.V., Abalkinoy L.I., Vasilyev V. N. and Ryasnova U.V. theoretical provisions acted as methodological bases of carrying out work. For achievement of an effective objective the author used the following methods of research: theoretical analysis, inductive and deductive methods, analysis of documents. Results of work became: determination of the basic managerial models disclosing nature of the state directing impact in the course of regulation of the sphere of educational services; determination of the priority areas of work of state bodies in the fi eld of regulation of the sphere of educational services; determination of the peculiar features inherent in processes of state regulation of the sphere of educational services in Russia.

Abstract

The article is devoted the solution of the problem of the convergence of academic master programs with the practice-oriented approach to the education in public administration broadly discussed in the professional community. In this work we propose organizational and structural mechanism of adaptation of academic programs to the objectives of the practice-oriented education in Public Administration considering the specific of the object of the specialist, demanding interdisciplinary approach to the solution of the governance problems. The article presents the practice of such adaptation of the master’s program in the Public Administration department in RUDN university. The authors describe the structure, validate the necessity of the presented organizational and methodic approach and the perspectives of the development of the master’s program realized with the use of such organizational and structural mechanism.

Главный вопрос данной статьи: вследствие каких факторов сформировалась "скандинавская" система местного самоуправления в Швеции и Финляндии? В статье рассматривается тип формы местного самоуправления, сложившийся с течением времени в Швеции и Финляндии, для которого характерна комбинация широкой автономии общественных органов власти. Анализ опыта организации муниципальных учреждений, учитывающий исторические, демографические и географические особенности стран, позволяет сделать вывод, что с течением времени разработан единый тип формы местного самоуправления для Швеции и Финляндии.
