Features of the Attitudes of Social Media Users about the 2021 Parliamentary Elections

Abstract

The purpose of this article is to identify the attitude of social media users to the elections to the State Duma in 2021. The research is based on the approaches of leading researchers of political behavior (M. Olson, M. Lipset, Ch. Tilly), as well as domestic scientists who described the trends of political development of modern societies in the context of digital transformation (V.D. Nechaev, S.Yu. Belokonev). The authors applied structural and functional approaches, as well as the method of frames (I.A. Hoffman) and techniques of social-media predictive analytics. The authors conclude that research of the attitude of social media users to elections is quite relevant, especially in the context of the influence of the Internet space on the course and results of election campaigns. The proposed methodology for assessing the degree of public confidence in elections requires further research.

Technologies of Territorial Sustainable Development: Phytoremediation as an Innovative Method for Recovery of Depressed Territories

Abstract

The authors analyze the issues of territorial sustainable development in terms of solving the problems of pollution of land plots allocated for housing construction and assessing the possibility of using innovative methods of soil sanitation in depressed areas formed as a result of urban spatial integration that do not have investment attractiveness. The article clarifies and describes the most significant difficulties associated with the growth of settlements in the process of integrating the territories of New Moscow and makes proposals to eliminate the impact of pollution on socio-economic development. The authors propose modern management techniques to eliminate environmental problems in the integrated territory. The article reveals the content of the concept of phytoremediation as an innovative method of pollution control available in municipalities. The results of a scientific experiment on the extraction of heavy metals in depressed areas are described using the example of the Salaryevo waste landfill. The economic advisability of using this method in comparison with outdated ones is disclosed. The proposed innovative management solutions will be useful to specialists of state and municipal services throughout the Russian Federation. In addition, the authors propose for the first time a conceptual approach to consider waste storage sites as socio-ecological systems. This allows for reasonable application of management methods and approaches of system management to them.

State Investment Policy: Current Status and Development Prospects

Abstract

Presents the results of a study of the state investment policy of the Russian Federation. The monitoring of the volume of foreign direct investment, the results of international rating studies of the investment potential of Russia, the volume of investment in fixed capital by sources of financing and by types of economic activity was carried out. It is concluded that there are a number of problems that hinder the inflow of not only foreign, but also domestic investments. In order to increase the investment attractiveness of the Russian economy, it is proposed to use the experience of the United States in the development of insurance services for domestic and foreign investments.

Digital Transformation and Big Data

Abstract

Today, the Russian Federation pays special attention to the digital transformation of the country as a whole and shows a separate interest in big data in particular, which is confirmed by a number of analyzed documents and the current situation in the subject area. The research work proposed for reading is devoted to the analysis of big data, one of the areas of use of which is the state, or rather the work of federal and regional executive authorities. The main value of big data from the position of the state is seen in the possibility of working on volumes of heterogeneous information in order to increase efficiency in making managerial decisions on a wide range of issues. The main purpose of the study is to disseminate the experience of big data analysis, which is used in the work of the Ministry of Economic Development of Primorsky Krai. To do this, it is proposed to turn to the theoretical aspects of big data, find out the main chain of work on them, and also pay attention to domestic and foreign experience in using data in some areas of knowledge. The practical part of the study is a description of the experience of the Ministry of Economic Development of the PC, which is directly related to the digital development of the region and carries out a certain list of works with heterogeneous data. As an example, attention is drawn to a proven approach to the analysis of a large set of open data characterizing the work and development of small and medium-sized businesses in the Primorsky Territory, posted on the website of the Federal Tax Service of the Russian Federation. In conclusion, it is emphasized that the approach proposed in the study for working with data can be adapted to similar needs in other federal and regional authorities

Modern Approaches to the Management of State Programs in the Context of Increasing the Effectiveness and Efficiency of Budget Expenditures

Abstract

The article is devoted to the analysis of the practice of applying in Russia the main method of implementing state policy - state programs. The relevance of the study of this method is predetermined by regular modifications of the mechanisms for the development, implementation and evaluation of programs, the next of which occurred in accordance with the Decree of the Government of the Russian Federation of May 26, 2021 No. 786 “On the management system for state programs of the Russian Federation”. In order to achieve the strategic goals of Russia’s development, since 2017, a mechanism for transferring programs to the principles of project management has been piloted, which literally meant embedding federal and departmental projects into the structure of programs. The experimental regime has ended, since January 1, 2022, all state programs are being implemented according to the new rules. The purpose of the study is to analyze innovations in the principles and mechanisms of working with government programs and to identify additional measures to improve the effectiveness of programs. In the logic of the next stage of the reform of state programs, the article describes the new rules for the development of documents on state programs, the formation of a functional model for program management, and the new structure of the list of programs. In general, positively evaluating the reformatting of the program method, the author raises the question of the completeness of solving the problems of program effectiveness through these innovations. Based on the analysis of expert opinions, official reports of the Accounts Chamber of Russia on evaluating the effectiveness of state programs, the author identifies additional reasons for their low efficiency, including: the formal nature of control and monitoring; non-transparency of processes at the stage of implementation (implementation of measures); the formal nature of program effectiveness evaluation; inconsistency of actions of different levels of management and participants in the implementation phase. In conclusion, the author formulates proposals on measures that help minimize the impact of these factors.

Leadership and Collaborative Governance in transition era from Millennium Development Goals to Sustainable Development Goals: A Systematic Mapping Study

Abstract

Leadership is an important factor in building collaborative governance, even leadership capacity would also affect the effectiveness of ongoing collaborations. This study aims to describe the map of leadership and collaborative governance studies through a Systematic Mapping Study (SMS) over a period of 5 years. This period was chosen in connection with the transition period from Millennium Development Goals (MDGs) to Sustainable Development Goals (SDGs.) The literature studies that were conducted cover the years of 2013 to 2018. The results showed that research on leadership and collaborative governance varied greatly and it was necessary to do a mapping to see the trends. The most widely used research method is qualitative, and the trend of publication shows a very significant decline, especially in 2013-2018. Based on these results, research on leadership with a focus on collaborative governance research is important to be carried out in order to produce various innovations and scientific development (body of knowledge).

E-Governance in Nigeria: Challenges and Prospects

Abstract

The basic duty or function of government all over the globe is to akin to the yearnings, aspirations and needs of its citizens. Bureaucratic institutions are used as veritable tools in the administration to establish and implement public policies and programs aimed at serving the demands of the people. It’s on this note the study examines the challenges of e-governance in Nigeria. Due to large dependence on secondary sources of data acquired from papers published in respected academic journals, official publications, Conference papers, internet sources and relevant books, the study adopted the use of content analysis techniques. The study discovered, among other issues, that low knowledge of ICT, insufficient legal framework, and inadequate infrastructure are among the challenges that obstruct the efficient adoption of e-governance in Nigeria. The research, on the other hand, the study found out that e-governance has a lot of potential for the country, including giving information on job openings, e-police system, a medium for information transmission, and economic development, among other features. From the issues discovered the study recommended that government should provide ICT infrastructure, ICT legislation should be enacted in the nation, and the government should demonstrate commitment to making e-governance a success in the country, among other issues. The study concluded by noting that e-governance is critical to the country’s realization of accountable, responsive, and transparent government in Nigeria.

The Politics of Border Closure and Its Implications on the Nigerian Economy

Abstract

The research establishes that land borders closure by the Nigerian government against other neighboring African countries due to smuggling and illegal business trades affecting the unstable economy of the country calls for a radical change which determines whether the closure of the land borders affected the growth and development of the Nigerian Economy, as it also determined measures to mitigate the challenges of smuggling in Nigeria. The study made use of data mainly obtained from secondary sources which were acquired from books, articles, journals, newspapers and other published materials. The study uncovers that the closure of the land borders had certain consequences which negates Nigeria’s international trade treaties and economy as certain African countries backfired against Nigeria due to the land border closure. Furthermore, the study observed that the Nigerian Economy is still faced with the problem of inflation as a result of high reliance on foreign and imported products, but since the land borders were closed, job opportunities were created and local industries have developed, thereby leading to increase in the production of locally-made goods which aids the growth and development of the Nigerian Economy. The study recommends that the Nigerian government should invest highly on local entrepreneurs and the Agricultural sector as this will encourage foreign and local investments aimed towards the progress of the Nigerian Economy.

Development of Innovation Activities in Bulgaria: Current Challenges

Abstract

The article is devoted to the development of innovation activity in the Republic of Bulgaria and the modern challenges that the country faces when introducing innovations in small and medium-sized enterprises, education and science. In modern conditions, stable economic development cannot be achieved without an efficiently functioning innovation system. Innovation is at the heart of the knowledge economy, and management in the 21st century can be characterized as an innovative type of management. Globally, the transition from investment-driven growth to innovation-driven growth is beginning. The latter, which is typical for moderately developed countries, to which the Republic of Bulgaria belongs, is achieved through the adaptation of global technologies to local production. The focus is on the development trend of innovation activities in Bulgaria, so that by 2027 the country will receive the status of “moderate innovator” in the European Innovation Ranking.
