摘要
The article is devoted to the analysis of the studies of the European security problems in Spanish centers for foreign researches. Special attention is paid to Spanish positions in security insuring in the cadre of the European Union, as well as to the basis design of strategic partnership of the European countries in the struggle with new challenges and threats.

Nigeria and the Problems of Conflict Resolution in Africa
摘要
With a population of over 150 million people and a tag of the most populous black nation in the world, Nigeria has always seen itself as the big brother of Africa; the key principles guiding the conduct of its foreign policy equally reflect this stand. Nigeria strongly believes in the indivisibility of peace, that a threat to peace anywhere in Africa is a threat to peace everywhere on the continent. By extension, Africa at war and in distress is also a threat to world peace and security.

The Early Khazars and Turks in the Byzantium-Persian Wars of Late 6th and Early 7th Centuries
摘要
The article is devoted to the political and ethnic history of the Early Khazars and Göktürks in the Ciscaucasia and the problem of balance of forces in this region during the Byzantium-Persian Wars of late 6th and early 7th centuries. In the author's opinion based mainly on Arabic and Byzantine sources, the Western Turkic Khaganate was the main ally of the Byzantine Empire in these wars, and the Khazars remained a part of this Khaganate until at least 630.

Observing the History of U.S. Foreign Cultural Policy Formation
摘要
U.S. popular culture was considered initially by American political establishment as a mean of entertainment rather than an instrument of foreign policy. Before the Cold War American politicians never seriously thought of creating a cultural institution in the federal government. The paradox is that country where cultural export became later so large-scaled and caused a lot of controversy worldwide, originally demonstrated almost no interest in organized foreign cultural policy making. In the late 1930's and especially after World War II American political elite discovered and confirmed its view of culture as an effective tool of foreign policy, particularly at the ideological level (meanwhile the Soviet Union was leading in that confrontation for a long time - up to Gorbachev`s perestroika - outpacing the USA in production of soft power). Ideological dimension has always been and still remains an integral part of the U.S. foreign cultural policy.
