The article deals with some fundamental structural and organizational changes which took place in NATO after the end of the Cold War. In particular the article touches upon some issues associated with the NATO expansion and with the origin of new authorities and cooperation programs in the North Atlantic Alliance.

In the article negotiating process is considered as one of the most accessible and effective experiences of peace-making in Africa. On the basis of the existing points of view and own opinion the author considers the purposes and the way of behavior of participants of negotiations in resolving conflicts, investigates to a negotiating stage, specifies conditions of success of this process.

This article outlines the causes of conflict in the Horn of Africa and the joint EU-Africa strategies undertaken by the European Union and the Horn of Africa partners to bring sustainable peace to the region.

The article examines the role of climatic factors in the process of migration of inhabitants of China to the Russian Far East. The outcome of this study is the conclusion of a small attractiveness of the Russian Far East region to potential Chinese migrants.

U.S. popular culture was considered initially by American political establishment as a mean of entertainment rather than an instrument of foreign policy. Before the Cold War American politicians never seriously thought of creating a cultural institution in the federal government. The paradox is that country where cultural export became later so large-scaled and caused a lot of controversy worldwide, originally demonstrated almost no interest in organized foreign cultural policy making. In the late 1930's and especially after World War II American political elite discovered and confirmed its view of culture as an effective tool of foreign policy, particularly at the ideological level (meanwhile the Soviet Union was leading in that confrontation for a long time - up to Gorbachev`s perestroika - outpacing the USA in production of soft power). Ideological dimension has always been and still remains an integral part of the U.S. foreign cultural policy.

The article considers the prerequisites and stages of creating a new independent state - democratic republic of East Timor. On focus are the role of Australia, neighboring states as well as the role of UN and international community in this process.

The author analyses the concept of international cooperation in the context of interaction in education, organized by governments and civil society. He characterizes the widening of institutional structures as well as participants geography of international cooperation in education and the importance of European Higher Education Area politics. Particular attention is paid to normative documents of countries-participants in the international cooperation in education.
