«Evaluation of the effectiveness and efficiency of the implementation of projects at the state level (using the example of the national project «Demography»)»

Abstract

The article considers the basics of the project approach in state authorities, the peculiarities of its implementation. An analysis of the implementation of the national project «Demography» was also carried out in the context of indicators of the national goal and an assessment of its effectiveness and productivity, negative trends were identified. The authors identified the problems of monitoring and setting target indicators associated with a low level of strategic planning. As a result, tools were proposed to increase the level of efficiency and productivity of the national project «Demography», which have already shown their results abroad.

The concept of «smart city» in Russia: experience of implementation

Abstract

The article is devoted to the study of the possibility of realization of the concept of «smart city» in large (100 thousand people - 1 million people) cities of Russia (on the example of the city of Engels). The theoretical aspects of the concept, the history of the appearance are characterized, the definition of «smart city» is given. Examples of realization of projects of «smart city» in Russia are given. The location of the elements of the «smart city» in Engels (the second largest city in the Saratov region) is analyzed. Two surveys were conducted among residents of Engels. Based on the studied materials, the article assesses the level of digitalization of the big city of Russia (on the example of the Engels) and studies the attitude of the population to the introduction of digital technologies in the urban environment.

Public-private partnership as a mechanism for financing social infrastructure facilities, by the example of Great Britain

Abstract

Public-private partnerships (PPPs) make it possible to attract private investments to solve socially important problems of the state. From the 1990s to 2016, 1,749 public-private partnership projects with a total value of 336 billion euros reached their financial completion in the EU [10. P. 9]. The UK is the leader in the number of implemented projects, its experience seems to be the most valuable. The Private Finance Initiative program alone has so far presented about 700 projects with a total capital value of 58 billion pounds. The article provides an overview of the PFI (Private Finance Initiative) PPP model, presents its shortcomings, gives examples, reasons for rejection of this model, an overview of alternative public-private partnership models that can be used instead of the Private Finance Initiative model.

The practice of using blockchain technology in the economy of distributed use of regions

Abstract

The article discusses the practice of using blockchain technology in the distributed economy to improve the environmental sustainability of regions. The purpose of the study is to identify strengths and weaknesses, analyze the impact of environmental projects based on the use of blockchain technology on the sustainability of various regions of the world. A comparative analysis of open-source digital platforms that allow the distribution of environmental assets among users and ensure transparency of energy resource consumption is carried out. The conducted research allows us to form an idea about the current possibilities of using information technologies for the transformation of regional business processes.

Effectiveness of State Support in Stimulating Regional Socio-Economic Development: A Comparison of Russia and the United States

Abstract

This article examines the effectiveness of government support in stimulating regional socio-economic development, using Russia and the United States as examples. The study is based on the analysis of economic indicators, government programs, and their influence on socio-economic processes in the regions of both countries. The research reveals significant differences in strategies and policies of government support, as well as their consequences for regional development. The findings allow conclusions to be drawn regarding the variations in approaches to government support and their impact on regional development in Russia and the United States. Furthermore, it provides insights into how these differences affect the achievement of development goals in regions and identifies the factors that contribute to or hinder the effectiveness of government programs.

Comprehensive assessment of energy security management of an industrial enterprise in the region

Abstract

The article presents the main conditions and factors of energy security of industrial enterprises of the fuel and energy complex. The interrelation of energy security at the level of the industry, region and enterprise is presented. The existing methodological approaches to the assessment of the energy security management system of an industrial enterprise are characterized. The hierarchy of the system of indicators of the energy security management model at the macro-, meso- and micro levels is presented. The author offers a comprehensive assessment of the energy security management system of the enterprise of the fuel and energy industries. The article presents a fragment of the methodology for assessing the effectiveness of energy security management on the example of a gas transportation enterprise.

«Mikhailovsky» priority development area in Primorsky Krai: impact on the main socio-economic indicators of the region

Abstract

The article is devoted to the analysis of the impact of the activities of the Mikhailovsky priority development area the Primorsky Krai on the dynamics of the main socio-economic indicators of the region. The analysis was carried out on the basis of a comparison of macro- and microeconomic statistical indicators of the region and its Mikhailovsky district in order to identify an indirect assessment of the effectiveness of the functioning given by the priority development area. The paper gives a brief description of the economy and the current problems of the development of Primorsky Krai - the outflow of the population and the lack of investment activity. The main goals and features of the creation of the Mikhailovsky priority development areaand its main enterprises are given. The main trends in the socio-economic development of the Primorsky Krai in 2018-2021 associated with the functioning of the Mikhailovsky priority development areas have been identified. On the basis of the study, the following trends can be traced: an increase in the share of agricultural production, investments of residents, export volumes of products, this priority development areas in the overall corresponding indicators of Primorsky Krai.

Transformation of resource-based city economies in China’s Heilongjiang Province 2017-2022

Abstract

The article is devoted to the experience of evaluation of state transformation of economy of cities in Heilongjiang Province of China with coal resources under conditions of depletion of coal deposits and constantly low prices for coal. The characteristics of the main features of the economy and the problems of resource-oriented cities in this province are given – a narrow specialization of the economy, the predominance of the public sector, a reduction in production, weak entrepreneurial initiative, etc. The state Program «National Economic and Social Development Plan of Heilongjiang Province (2017-2022)», aimed at solving these problems, is reviewed, and the main state management measures it envisages are summarized. The dynamics of the economy of four typical «coal towns» of Heilongjiang Province is analyzed on the basis of the official statistical information of the PRC based on the transformation of their gross domestic product. The assessment of the impact of the implementation of the Program on the change in socio-economic development was carried out in more detail using the example of the city of Qitaihe. Based on the analysis of trends in a number of economic, environmental and living standard indicators of the city, it was found that the Program is not effective enough. Its implementation had the best effect on increasing the average per capita income of the population and the state of the environment, but had a weak impact on the growth of the city's economy, the city's budget and investments in the social sphere.
