Economic time as a regulator mechanism of self-organization economic system

Abstract

In this article as an object of study is considered the economic system and the mechanism of self-organization. Subject of research-economic times in the mechanism of self-organization of the economic system. The essence of our proposed scientific hypothesis is that economic times because of its heterogeneous structure is the basis of socio-economic fluctuations, providing a mechanism for self-organization of the economic system. Based on the theory of general market equilibrium Walrasian proved the mechanism of socially necessary total time that interacts production and consumption, supply and demand, is the source of cyclical fluctuations in the market, providing a self-organization of the economic system as a whole.

Social reforms of the public sector in Russia: a course for commercialization

Abstract

Developing the theme of modern public sector reforms in Russia (reform of natural monopolies, local government reforms and budget reforms), the author [1] gives an estimation of the results of social reforms in health and education of recent decades. The article summarizes the causes of excessive market orientation of social reforms, as well as highlights the reasons of existing market “distortion” (which is connected, according the author, with the lack of knowledge of modern economic theory). The ways to overcome the problems are identified in both theory and practice, including the resource base of social reform of public sector in Russia.

External debts’ stability of the Russian economy (1991-2014)

Abstract

The article deals with the question of Russian external debt payments in 1991-2014 years. In 1990’s the Russian Federation had a lot of economic problems and financial difficulties with the debts’ payments because of the budget deficit, lack of foreign currency reserves, the debts of the USSR to be paid. In the 2000’s the situation has become better thanks to the positive economic growth and the high oil prices, and the Russia fulfilled its debts’ obligations in time. The world crisis (2008-2009) and the West countries’ economic sanctions had made less the debts’ stability of the Russian economy.

Russia in the world flows of foreign direct investment

Abstract

This article deals the recent trends in global foreign direct investment (FDI), the role and place of Russia in this process. The author indicates the following modern trends in global FDI: the increasing role of developing countries as well as transitive countries (including Russia) in FDI flows; the growing role of regional groupings and state-owned TNCs in global FDI. The article stresses the long-term trend of steady increase of services share in the world FDI at the expense of decreasing share of manufacturing and extracting industries. The author came to the conclusion that during last decade the role of Russia in the world market of FDI increased substantially. Nevertheless, if to take into account the process of offshorization of Russian FDI flows, the “real” role of Russia in world FDI will be much less, than the “pure” statistics says. The article concludes, that future FDI flows to and from Russia will be under uncertainties due to geopolitical factors, particularly, regional Russian-Ukrainian conflict as well as mutual sanctions between Russia and western countries.

European investments in Russian electroenergetics - away to the industry modernization?

Abstract

The article deals with Russia and EU’s collaboration in electroenergetics. The short overview of actual problems and tendencies of European and Russian energy market development is provided. Russian electroenergy companies’ activities analysis of technical and financial indicators is held: of companies with foreign participation - OAO E.ON Russia, OAO Enel OGK 5, OAO Fortum, and Russian company - OAO OGK-2. Strong and weak sides of the companies are identified, as well as threats and possibilities for their further development. Collaboration of Russia and EU’s outcomes are summed in the frames of Energodialog in 2013.

In this article, the object of research is the efficiency of public spending. The author substantiates the necessity of raising the efficiency of public spending at the present stage of development of the world economy, leads the dynamics of the share of public expenditure in GDP of developed and developing countries. The author also analyzes modern methods and approaches, by which to increase the efficiency of public spending, applied in the developed countries. As a result of study of foreign experience author comes to the conclusion that the most optimal way is chosen in Russia: strategic planning and application of instrument of program budgeting. Therefore now budgets of all levels are complexes of the different concrete programs realizing strategic state aims.

The paper analyzes the regional experience of interaction between government and business in the implementation of social responsibility, allocated areas to stimulate social responsibility with regard to their adaptation to Russian conditions. The aspects of using rating in bank sphere: Russian and European experience

Abstract

This work provides a comparative analysis of creating internal credit risk rating system for Russia and Europe bank sectors. It is established that in comparison to European techniques the features of Russian bank methods to rate credit risk have: firstly, low integration, secondly, inflexibility. It doesn’t allow to include important characteristics from clients’ business at full. The importance of creating standards base, regulating the creation principles of such systems is justified. The main problems of Russian banks transition to credit risk rating are revealed with the Basel committee recommendations: the imperfection methodological support, the lack of sufficient statistical base, costly character of the implementation of valuation models.

Efficiency and competitiveness: the interconnection and interdependence

Abstract

The purpose of the disclosure of the nature and role of economic efficiency and competitiveness in the process of analyzing activity in the manufacturing industry in this article identified the approaches to the specification of a data entity economic categories. In this regard, work on the basis of the review retrospective analysis of theoretical research existing definitions in this direction; it is revealed that in the modern economic literature single point of view chosen by the majority of scholars, the definition of these concepts at the present stage yet. The authors found that competitiveness as an integrated indicator of economic efficiency implies more complex relationships between economic entities in comparison with the efficiency, which in this context acts as an indicator of a degree of efficiency of use of available enterprises limited resources.
