Abstract

The accelerated pace of development of science, government support of domestic pharmaceutical enterprises (in the form of subsidies and different grants for developers), increasing demands on quality drugs regulatory support, the complexity of the production of modern high-tech medicine, the introduction of rules of good practice, including taking into account integration of the Russian Federation in the Eurasian Economic Union, make the problem of availability of qualified personnel accompanying the drug at all stages of its life cycle is extremely relevant matter require a detailed study. The issue of ensuring the production of effective drugs due to the development of science, technology, innovation, human capacity noted in the State program of the Russian Federation “Development of pharmaceutical and medical industries” for 2013-2020, (“Pharma-2020”) as one of the primary solutions [2].
