The Problem of Formation of Civil Society in Russia

Abstract

The article is devoted to the question of creation of civil society in the democratizing Russia after the demise of the Soviet Union. The author argues that the shrinking powers of the state and increasing degree of diversity of society requires transfer of functions of political governance to the structures of civil society. But the decision on the applicability of Western liberal democratic model of civil society for a multinational and multiconfessional Russia and the participation of government in this process demands much attention.

The Application of Theories of Conflict and Interest Coordination to the Special Aspects of the Regional-Level Budget Policy

Abstract

In the given article there is shown that the process of the regional-level budget policy implementation is not free from contradictions arising in the course of the resource allocation and expenditure responsibilities between the levels of the government, and often acquires the conflict nature. Taking into consideration the basic theories, the authors proposed the typology of conflicts between the regional government and municipalities, which can be used in the inter-budget relationships.

The Law of Parity in the Politics of France: Debates and Perspectives

Today France shows rather good indicators of participation of women in legislature. These indicators are rather low in comparison with other European Union countries, but very high in comparison with earlier periods of political history of France. Favorable influence on similar changes has occurred thanks to an adoption of law about parity. The opinions of politicians of the benefit of the law of parity and its need disagree on many topics. But the fact of its introduction and approbation shows us the essential changes in mentality of French people.

Abstract

This article is devoted to the analysis of the most frequent use of everyday language used in the speeches and statements of President Dmitry Medvedev. From the research it becomes clear that the main target is the Russian audience. However, some statements of this type aim also to influence foreign listeners and readers. At the same time, one purpose is to influence internal recipients differently from external recipients. This means that everyday language plays a different role in domestic communication from that in international communication and needs to be analyzed separately.
