Abstract
The processes of genesis and development of local self-government in Russia embrace very considerable historical period. The majority of researches cover the origin of local self-management in Russia. The experience of XIX and beginning of XX century is deeply studied. There are many disputes about the modern reform of this institution . Local self-government in Soviet era attracts considerably less scientific interest. Therefore today this subject provoke s heightened interest.
