Abstract
The jurisdiction of the Russian regions in the area of the municipal service is analyzing in this article, the public relations which are beyond the legal regulation by laws of the Russian Federation's states are formed and some shortcomings of Federal law «About municipal service in the Russian Federation» are considered.
