On February 11, 2026, the Peoples’ Friendship University of Russia named after Patrice Lumumba (RUDN) hosted the All-Russian scientific and practical conference with international participation titled “Current Issues and Trends in Administrative and Administrative-Procedural Law in Russia and Abroad”. The conference was dedicated to the 75th anniversary of Alexander Borisovich Zelentsov, Doctor of Legal Sciences, Professor, Honored Scientist of the Russian Federation, Honored Lawyer of the Russian Federation and Consulting Professor in the Department of Administrative and Financial Law at the RUDN Law Institute.
The conference program included a welcome and congratulatory session, a plenary session, and two thematic sections moderated by representatives of the Department of Administrative and Financial Law at the RUDN Law Institute.
The conference was attended by more than 150 scientists from Russia and foreign countries, including representatives of the leadership and faculty from RUDN, the Moscow State University named after M. V. Lomonosov (Lomonosov Moscow State University), the Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs of Russia, the Institute of State and Law of the Russian Academy of Sciences, National Research University “Higher School of Economics,” the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, the Russian State University of Justice named after V.M. Lebedev, the Transnistrian State University named after T.G. Shevchenko, the Financial University under the Government of the Russian Federation, the Academy of Management of the Ministry of Internal Affairs of Russia, the All-Russian State University of Justice (RPA of the Ministry of Justice of Russia), the Moscow University of the Ministry of Internal Affairs of Russia named after V.Ya. Kikot, the Siberian Federal University, St. Petersburg State University, the Ural State Law University named after V.F. Yakovlev, the All-Russian Institute for Advanced Studies of Employees of the Ministry of Internal Affairs of Russia, Voronezh State University, Novosibirsk State University of Economics and Management, the Siberian Law University, the Tajik State Law University of Law, Business and Politics, and Tashkent State Law University.
Vladimir Mikhailovich Filippov, President of RUDN, Doctor of Physics and Mathematics, Professor, and Academician of the Russian Academy of Education, opened the conference with a congratulatory speech addressed to Aleksandr Borisovich Zelentsov and a welcome address to the participants. In his speech, Vladimir Mikhailovich noted Professor A.B. Zelentsov’s contribution to the development of legal science and education, presenting him with the Vladimir Frantsevich Stanis Medal – awarded in honor of an outstanding economist and Rector of the Patrice Lumumba Peoples’ Friendship University (1970–1993). This award is given, in particular, to faculty or staff members of the University who have made a significant contribution to its development.
Andrey Aleksandrovich Kostin, First Vice-Rector and Vice-Rector for Research at RUDN University, Doctor of Medical Sciences, Professor, Corresponding Member of the Russian Academy of Sciences, and Honored Healthcare Worker of the Russian Federation, also offered a welcoming address and congratulations.
Oleg Aleksandrovich Yastrebov, Rector of RUDN University and Head of the Department of Administrative and Financial Law at RUDN University, Doctor of Legal Sciences, Doctor of Economics, Professor, expressed his deep appreciation and gratitude to Professor A.B. Zelentsov in a video greeting. He noted that Alexander Borisovich Zelentsov played a special role in his professional and scientific development and career. The address, in particular, emphasized that
“Alexander Borisovich’s professional biography has been inextricably linked for decades with the development of the domestic school of public law and legal education. Back in the 1990s, Alexander Borisovich Zelentsov laid the foundations of the scientific school of administrative justice at RUDN University, creating a solid foundation for training lawyers in the fields of public administration, administrative law, and financial law. The department has become a center for public law education at our university. His research focuses on key issues related to the functioning of public authorities, including administrative processes, state control and supervision, public service, financial and budgetary regulation, and mechanisms for the state’s accountability to citizens. Under the scientific guidance of Alexander Borisovich, dozens of candidates and doctors of law have been trained, and his students are now working at leading universities, government agencies, the judicial system, and expert and international organizations.”
“For me,” O.A. Yastrebov noted, “Alexander Borisovich is a teacher in the highest and most comprehensive sense of the word. Under his scientific guidance, I have progressed from a bachelor’s degree student to a doctoral candidate. His scientific rigor, strategic scientific vision, and respect for his students’ independent thinking have shaped an entire generation of researchers. At the same time, the scholar’s stature is naturally combined with personal integrity, benevolence, inner culture, and a subtle sense of humor—qualities that create a genuine academic environment and a tradition of mentorship. Dear Alexander Borisovich! I sincerely congratulate you on your 75th birthday! I wish you good health, prosperity, inexhaustible creative energy, new scientific ideas, talented students, and further success in the field of legal science!”
During the ceremonial part of the conference, several more video greetings were delivered by the leadership of the RUDN University Law Institute and colleagues:
Anatoly Yakovlevich Kapustin, Doctor of Legal Sciences, Professor, Honored Scientist of the Russian Federation, Head of the Center for International Law and Comparative Legal Research at the Institute of Legislation and Comparative Law under the Government of the Russian Federation, addressed the conference participants with an online greeting and congratulations to the anniversary celebrant;
Aslan Khuseinovich Abashidze, Doctor of Legal Sciences, Professor, Honored Lawyer of the Russian Federation, and Honored Scientist of the Russian Federation, Director of the RUDN Law Institute, Head of the Department of International Law at RUDN University, and member of the UN Committee on Economic, Social, and Cultural Rights, delivered a congratulatory speech to the celebrant,
Elena Yuryevna Gracheva, Doctor of Legal Sciences, Professor, Honored Lawyer of the Russian Federation, Head of the Department of Financial Law at O.E. Kutafin Moscow State Law University (MSAL), Chair of the Expert Council of the Higher Attestation Commission of Russia in Law, and President of the International Association of Financial Law (which unites scholars from six countries), delivered a congratulatory address to the celebrant.
Congratulatory remarks were also given by Vitaly Vladimirovich Eremyan, Doctor of Legal Sciences, Professor, Honored Scientist of the Russian Federation, Head of the Department of Constitutional Law and Constitutional Procedure at the Law Institute of RUDN, and Vladimir Mikhailovich Platonov, Candidate of Legal Sciences, Professor, Justice Advisor, Head of the Department of Public Policy and History of State and Law at the Law Institute of RUDN, and President of the Moscow Chamber of Commerce and Industry.
The conference also received numerous congratulatory addresses to the anniversary celebrant from leading legal educational organizations, scientific institutions, government agencies, public associations, and editorial boards of scientific journals in Russia and a number of foreign countries, including the staff of the Law Faculty of Moscow State University named after M.V. Lomonosov, the Russian Presidential Academy of National Economy and Public Administration (RANEPA), Voronezh State University, Saratov State Law Academy, the Law Institute of the Russian University of Transport (RUT (MIIT)), the All-Russian Institute for Advanced Training of Employees of the Ministry of Internal Affairs of Russia, the editorial board of the scientific and analytical journal “Public Law Today”, the Law Faculty of the Tajik State University of Law, Business and Politics, and others.
Congratulatory addresses were also delivered by Evgeny Yuryevich Komlev, Candidate of Legal Sciences, Associate Professor, and Head of the Department of Judicial Authority, Civil Society, and Law Enforcement, as well as by conference participants including Nelli Ivanovna Pobezhimova, Professor at the Department of Administrative, Information, and Financial Law at the Russian Presidential Academy of National Economy and Public Administration; Oleg Nikolaevich Sherstoboev, Associate Professor at the Department of Administrative and Financial Law at the Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs of the Russian Federation; Anastasia Valentinovna Kalmykova, Leading Researcher at the Institute of Legislation and Comparative Law under the Government of the Russian Federation; and others.
A significant event in the anniversary celebrations was the presentation of the “Honorary Veteran” medal to Professor A.B. Zelentsov of the All-Russian Institute for Advanced Training of Employees of the Ministry of Internal Affairs of Russia, as well as the “Sports Analytics” qualification badge of the Chamber of Arbitration for Sport.
The conference was attended by numerous students of Professor A.B. Zelentsov, including current graduate and doctoral students, as well as those who had successfully defended their candidate and doctoral dissertations under Alexander Borisovich’s supervision.
The speakers noted the significant contribution of Professor A.B. Zelentsov to the development of administrative and administrative-procedural law in Russia, the influence of his works on the formation of the modern model of Russian administrative justice (and administrative proceedings), the renewal of the legal structure of the administrative claim in the post-Soviet period, the legitimization and legalization of administrative disputes, the substantiation of the author’s concept of judicial administrative law, the refinement of the conceptual and categorical apparatus of the theory of subjects of administrative law, and the development of ideas about the dynamics and democratization of the legal status of non-authority subjects of administrative law.
The conference addressed numerous topical issues and problems of administrative law and procedure, including the formation and development of the legal institution of public administration and its forms, methods of resolving administrative disputes in the Russian legal system and administrative-legal mechanisms for the protection of rights, the subject matter and principles of administrative proceedings, the institutionalization of administrative discretion, issues related to the concept of administrative-tort law, its place and functions, problems of the formation and conceptual certainty of international administrative law, and other topics.
The plenary session of the conference was opened by Andrey Aleksandrovich Klishas, Doctor of Legal Sciences, Professor, Academic Director of the Law Institute and Head of the Department of Theory of Law and State at Peoples’ Friendship University of Russia named after Patrice Lumumba (RUDN University), Chairman of the Federation Council Committee on Constitutional Legislation and State Building, and representative of the executive body of state power of Krasnoyarsk Krai.
Kirill Andreevich Pisenko, Professor in the Department of Administrative and Financial Law at the Law Institute of RUDN University, member of the Scientific Advisory Council under the Supreme Court of the Russian Federation, Doctor of Legal Sciences, and Associate Professor, moderated the plenary session and the first section of the conference.
The first presentation was given by Yury Nikolaevich Starilov, Doctor of Legal Sciences, Professor, Honored Scientist of the Russian Federation, Rector of Voronezh State University (VSU), Head of the Department of Administrative and Administrative Procedural Law, and President of the National Association of Administrative Law Specialists (NASA) of Russia. The topic of his presentation was the priority of innovation and technological development as an unconditional challenge for the Russian administrative law system.
Yuri Petrovich Solovey, Doctor of Legal Sciences, Professor, Honored Lawyer of the Russian Federation, Corresponding Member of the Russian Academy of Natural Sciences, Vice President of the Eurasian Academy of Administrative Sciences, and Rector of the Siberian Law University, addressed current issues in the legal institutionalization of administrative discretion.
Igor Vladislavovich Ponkin, Director of the Autonomous Non-Profit Organization “Sports Arbitration Chamber” of the Russian Olympic Committee, Secretary General of the National Center for Sport Arbitration, Chairman of the Expert Council of the Russian Sports Foundation, Doctor of Legal Sciences, and Professor, delivered a presentation devoted to a detailed description and comprehensive assessment of the academic career of Professor A.B. Zelentsov, Doctor of Legal Sciences, and his scholarly contribution to the study of administrative law and procedure, as well as to the general theory of public administration. The speaker expressed deep appreciation for the academic school established by A.B. Zelentsov, the academic achievements of his many students, and the scholarly potential embodied in A.B. Zelentsov’s work.
Boris Vulfovich Rossinsky, Doctor of Legal Sciences, Professor, and Professor in the L.L. Popov Department of Administrative Law and Procedure at O.E. Kutafin University, presented a paper titled “Public Administration as a New Legal Institution”.
Alexander Ivanovich Stakhov, Doctor of Legal Sciences, Professor, Head of the N.G. Salishcheva Department of Administrative Law and Procedure at the V.M. Lebedev Russian State University of Justice, and member of the Scientific Advisory Council under the Supreme Court of the Russian Federation, presented a paper titled “Administrative Disputes in the Russian Legal System through Administrative Procedure.”
Natalya Mikhailovna Chepurnova, Doctor of Legal Sciences, Professor, Honored Lawyer of the Russian Federation, Honored Worker of Science and High Technology of the Russian Federation, and Head of the Department of Interdisciplinary Legal Research at the Institute of Law and National Security at the Russian Presidential Academy of National Economy and Public Administration, presented a paper titled “Alexander Borisovich Zelentsov’s Contribution to the Establishment and Development of Judicial Administrative Law in Russia”.
Sergei Mikhailovich Zubarev, Doctor of Legal Sciences, Professor, Head of the Department of Administrative Law at O.E. Kutafin University, and Chairman of the Board of the National Association of Administrative Law Specialists of Russia, presented a report entitled “The Impact of New Challenges and Threats on the Evolution of Legal Acts of Management (the report was prepared as part of a study funded by the Russian Science Foundation grant No. 24-18-00764)”.
The plenary part of the conference was also addressed by Aleksey Alekseevich Grishkovets, Leading Researcher in the Administrative Law and Administrative Process Sector of the Institute of State and Law of the Russian Academy of Sciences, Doctor of Legal Sciences, Professor; Olga Sergeevna Rogacheva, Doctor of Legal Sciences, Associate Professor, Professor in the Department of Administrative and Administrative Procedural Law, Deputy Dean for Research and Postgraduate Studies of the Faculty of Law at Voronezh State University; Leonid Borisovich Khvan (Uzbekistan), Candidate of Legal Sciences, Associate Professor at Tashkent State Law University; Grigory Vladimirovich Melnichuk, Candidate of Legal Sciences, President of the Moscow Bar Association “Concept”; Sanavvarzoda Golibchon Bakoevich (Tajikistan), Doctor of Legal Sciences, Associate Professor, Head of the Department of Constitutional Law of the Tajik State University of Law, Business and Politics; Konstantin Vladimirovich Davydov, Doctor of Legal Sciences, Associate Professor, Vice-Rector for Legal Education, Dean of the Faculty of Law and Head of the Department of Constitutional and Administrative Law at the Siberian University of Consumer Cooperatives; Vladimir Mikhailovich Redkous, Doctor of Legal Sciences, Professor, Leading Researcher in the Administrative Law and Administrative Process Sector at the Institute of State and Law of the Russian Academy of Sciences, and Professor in the Department of Management of Public Order Units at the Academy of Management of the Ministry of Internal Affairs of Russia; Anatoly Mikhailovich Kononov, Doctor of Legal Sciences, Professor, Honored Lawyer of the Russian Federation, Professor in the Department of Management of Internal Affairs Bodies and Chief Researcher at the Academy of Management of the Ministry of Internal Affairs of Russia; Olga Valentinovna Krivelskaya, Candidate of Legal Sciences, Associate Professor, and Deputy Head for Research of the Department of Administrative and Financial Law at MGIMO University of the Ministry of Foreign Affairs of Russia; and many others.
The second thematic section of the event was devoted to “Current Issues of Administrative Law and Procedure in Certain Areas of Regulation.” It was moderated by Atabek Rustamovich Atabekov, Doctor of Legal Sciences, Professor in the Department of Administrative and Financial Law at the Law Institute of RUDN University, and Zalifah Mazhitovna Baimuratova, Candidate of Legal Sciences, Associate Professor, and Senior Lecturer in the Department of Administrative and Financial Law at the Law Institute of RUDN University.
Dmitry Maksimovich Lifanov, Candidate of Legal Sciences and Associate Professor in the Department of Administrative Law at the V.F. Yakovlev Ural State Law University, opened the second section with a presentation on the topic “Dispute Resolution by Public Administration: An Interdisciplinary Aspect.”
Sergey Aleksandrovich Poryvaev, Candidate of Legal Sciences and Associate Professor in the N.G. Salishcheva Department of Administrative Law and Procedure at the V.M. Lebedev Russian State University of Justice, continued the section with a presentation on the topic: “The Development of the System for Resolving Administrative Disputes in the Russian Federation: The Current Stage.” Fifteen reports were presented in the second section.
It is worth noting that Alexander Borisovich’s anniversary and the Conference received wide media and social media coverage. Based on the press clipping prepared by the event organizers, more than two dozen announcements and post-releases about the conference were identified and published on the official websites, VK and Telegram channels of educational organizations, such as: the Higher School of Law of the Presidential Academy; the Law Institute of the Russian University of Transport; the official website of RUDN University and the Telegram channel of the Law Institute of RUDN University; the official website of the Orenburg Institute (branch) of O.E. Kutafin Moscow State Law University (MSAL); the Institute of State and Law of the Russian Academy of Sciences; the Ural State Law University named after V.F. Yakovlev, and others.
The conference brought together leading scholars, practitioners, professors, and young researchers from the country’s leading law schools. It became a landmark event in the academic world, allowing participants to discuss current trends in the field, the impact of geopolitical processes on legislation, and the search for new approaches to solving legal problems.
