Abstract
In article position of the Arab Gulf States and Russia in the world market of services of the higher education is analyzed. Every year the number of foreign students continues to grow in the world steadily. Russia and Council of cooperation of the Arab states of the Persian Gulf (CCASPG) are significant participants of the world educational market, however, cooperation in this sphere is developed not sufficiently. An objective of this research is identification of the key directions in the higher education in which Russia and Gulf States could develop mutually beneficial cooperation.
