Abstract
Article is devoted to practical aspects of creation and functioning of the SEA in Russia, including in the context of international experience. The role of the act of the Russian Federation "About special economic zones" is in detail investigated. The perspective of balance of interests of investors and the state through a prism of interrelation of the preferential mode and mutual obligations of residents of zones and state agencies is considered. The important place is allocated for a research of negative tendencies and risks in this sphere.
