State regulation of housing policy in China: the case of Chongqing

Abstract
The article describes the housing policy of the PRC since the launch of market reforms and its consequences for the social and economic situation in the country. The main part of the article is devoted to the housing program that was carried out in Chongqing, a Chinese municipality under the direct administration of central government. The author analyzes what were the main features of this program that differed it from similar economic experiments that were conducted in other regions of the PRC. An important point stressed by the article is the distinction of the ways that housing program was financed. The article also shows how some elements of the Chongqing experience of solving housing problems were spread to other regions of the country, especially the construction of affordable rental housing.
