THE INSTITUTE OF PUBLIC CONTROL IN THE POLITICAL SYSTEM IN MODERN RUSSIA

Abstract

The author analyzes the list of subjects of public control, reviews the concepts of participation in public control and implementation of public control, and describes their legal capacity and scope. The analysis of the nature of public control subjects helps the author to defi ne their various classifi cations. He analyses the modern system of public control, notes insuffi cient development of the legal mechanism and suggests the ways of regulation of this legal phenomenon. The public control institute on constituent entities legal levels is considered in the frame of this article in the comparative perspective. The author analyzes the status of public councils, identifi es gaps that need to be addressed to improve the effi ciency of public councils in the implementation of public control in the Russian Federation. He describes a number of instruments that have appeared in Russia recently and that allow to unveil moods and expectations of the society and to identify the issues that require immediate attention of the state. The author analyses the problems of implementation of the provisions contained in the fi nal documents that announce the public initiative, challenge regulatory acts as the result of public control. On the basis of regulatory acts of the Russian Federation and regulatory acts of the subjects of the Russian Federation the Author concludes that there are contradictions between declared and actual possibilities of informing public authorities about the results of public control.

Abstract

The article is devoted to the regulatory support and budget provision of the state information resources of Russian Federation. The authors analyze the implementation and results of the Federal target programs “Electronic Russia” and “Information society”. Special attention is paid to the analysis of the problems impeding the development of highly effi cient integrated system of state information resources. Also some suggestions for improving the system of state information resources are formulated.

SOCIAL MECHANISMS OF DEVELOPMENT OF MOSCOW CULTURAL CENTER “ZIL”

Abstract

The article deals with social mechanisms and development tools implemented in the ZIL Cultural Center. They act as an emerging beginning, as a controlling force for solving the assigned primary tasks. Social management actions are designed to ensure the restructuring of management systems of the Cultural Center, to stimulate non-standard solutions and the optimization of cultural goods. The author focuses on the formation of social changes, new strategies for the development of the ZIL Cultural Center, various methods and forms of cultural interaction between the administration and citizens. Today, the cultural policy of Russia is very actual and the support of the state in the sphere of culture and creative entrepreneurship is extremely important.The goal in action is the determining principle, the controlling force, which, like the law, determines the way and nature of its actions and which it must subordinate to its will. To set goals, any managerial impact at different levels is reduced. Plan, normative act, current disposition, etc. Ensure consistency in the functioning of certain elements of the social management mechanism.The transition from the essence of social management to its content, i.e. From goal to function, means differentiation and systematization of goals. In accordance with this provision, the basic functions of management (coordination planning, organization, regulation, etc.) are elements of the social control mechanism.The variety of social interaction solves the most important problems and acquires special relevance in connection with changes in the cultural life of the city, with its new direction of reorganizing cultural centers.

SOCIAL DETERMINANTS OF PERSONNEL’S SELF-DEVELOPMENT IN THE ORGANIZATION

Abstract

A new understanding of the term “personnel’s self-development” as a complex phenomenon that includes social and individual characteristics and managed by different tools is developed in many ways in this article. The feasibility of using self-development process by the organization as a method of enhancing the creative and labor potential of workers is substantiated, it is shown that it signifi cantly increases the social provisions and the human capital of the organization, meet personnel needs of self-realization, status and career development, etc., increases the level of professional and personal competence of employees. The paper also discusses the most important social determinants of personnel’s self-development in the enterprise: the organization of labor, material and career incentives, organizational culture, organizational climate, as well as the destructive factors of motivation.

INSTITUTIONAL BASIS OF FIGHTING TERRORISM IN FRANCE: IT’S EFFECTIVENESS AND METHODS OF EFFICIENCY IMPROVEMENT

Abstract

French experience of fi ghting on institutional level one of the main challenges of contemporaneity - terrorism is analysed in the article. As a consequence, the author comes to conclusion that pluralism underlies national security protection in France, in a certain moment became a factor that retards development. Nevertheless, France got considerable experience during realization of the interaction strategy in the sphere of law enforcement activities and fi ghting terrorism, relying on which, it settled down to a course of integration of law-enforcement authorities. Aside from that, special attention is paid to analyse of the reasons of terrorism expansion on the territory of France, preventive measures on fi ghting them and to the methods of effi cient improvement of antiterrorist policy.

REGIONAL DISPARITIES IN ECONOMIC DEVELOPMENT: LESSONS LEARNED FROM THE UNITED STATES OF AMERICA

Abstract

Economic development is not geo-politically uniform. There is a geographic component that leaves some regions within the world or some parts of a country, including the Russian Federation, more economically developed that others. This article examines uneven economic development in the USA as a case study. Specifi cally, this article defi nes what is meant by uneven development, as well as documents the pattern of uneven development in the United States. The article also looks at the causes and consequences of uneven development and discusses some possible remedies. Overall the conclusion is that the USA experiences a signifi cant geographic component to its economic development and it is not clear that the policies it has undertaken, if at all, have been successful to abating, slowing down, or reversing uneven development.
