Аннотация

Статья рассматривает административную реформу в Германии, вызванную обращением к концепции Нового публичного менеджмента. Основное внимание уделяется местному уровню управления, т.к. во взаимосвязанной системе публичного управления Германии, включающей федеральный, земельный (региональный) и местный уровень, последний играет решающую роль в реализации публичной политики и осуществлении необходимых функций. Поэтому именно местный уровень стал ареной проведения основных реформ и модернизации в целом. Статья в основном посвящена местному уровню управления, хотя федеральный и региональный уровень также включаются в процесс анализа.
