Abstract
The article deals with the history of development of different forms of people participation in state and social matters. The degree of realized interest in that kind of activity of Russian people during the periods of veche organization, representative monarchy, absolute monarchy and constitutional monarchy (1905-1917) is analyzed.
The author demonstrated lots of examples of direct democracy practice showing people's law-making initiatives and forms of imperative within direct democracy procedures.
