Social reforms of the public sector in Russia: a course for commercialization

Abstract

Developing the theme of modern public sector reforms in Russia (reform of natural monopolies, local government reforms and budget reforms), the author [1] gives an estimation of the results of social reforms in health and education of recent decades. The article summarizes the causes of excessive market orientation of social reforms, as well as highlights the reasons of existing market “distortion” (which is connected, according the author, with the lack of knowledge of modern economic theory). The ways to overcome the problems are identified in both theory and practice, including the resource base of social reform of public sector in Russia.
