PROGRAM AND TARGET METHOD IN THE MANAGEMENT SYSTEM SOCIAL AND ECONOMIC DEVELOPMENT OF THE MUNICIPALITY

Abstract

In article the theory and the historical background, features of application of a program and target method on the example of management of social and economic development of the city district Podolsk for the period is considered by 2012 - 2014. The detailed analysis of application of a method within the municipal government is carried out, recommendations about increase in its efficiency are made.

For the period program implementations of complex social and economic development of the city district Podolsk (2012-2014) were reached the main qualitative indexes of development of small and medium business, the social sphere, quality of medical attendance increased. Change of a funding mechanism for the program became an obstacle for achievement of planned targets.
