THE PRACTICE OF IMPLEMENTATION OF INTERNATIONAL EXPERIENCE IN RENEWABLE ENERGY REGULATION BASED ON GREEN CERTIFICATES IN RUSSIA

Abstract

The article is dedicated to the analysis of foreign experience in using green certificates as one of the main tools for facilitating renewable energy development. Green certificates are a registration system of energy produced on renewable energy sources. This system allows to identify and to guarantee that this unit of produced energy is renewable. The author describes the reasons for possibility to implement green certificates in Russia. The author also provides a full analysis of advantages and disadvantages of using green certificates in Russia as one of key instruments to spur renewable energy in Russia.
