Abstract
Article is devoted to practical aspects of creation and functioning of industrial districts in Russia, including in the context of international experience. Technical and economic characteristics of the project of the Volokolamsk industrial district in the Moscow region are in detail investigated. The main directions of specialization of the district are considered. The important place is allocated for a research of model of the industrial district which is based on development of network of small and medium-sized enterprises. The phenomenon of "horizontal integration the" of the enterprises entering the district is investigated.
