The subject of the study is the specifics of the national innovation system in different countries. The absence of a universal effective NIS model that is universal for all countries indicates the significance of this study. The result of the study is to identify the features of the formation of NIS for a number of countries (clusters), and recommendations for building an effective NIS in Russia. The article applies the methods of correlation and regression analysis of innovative indicators for countries for which data are available in the public domain were used. Evaluation and verification of the adequacy of the applied model is determined by numerical analysis of the data obtained, as well as by economic interpretation. Correlation and regression analysis are performed separately for countries from different clusters in order to identify features between them. The study revealed the links between the type of government, state involvement and high-tech production (innovation).</p></abstract><trans-abstract xml:lang="ru"><p style="text-align: justify;">Статья посвящена выявлению факторов и особенностей формирования национальной инновационной системы (НИС). Предметом исследования являются особенности национальной инновационной системы в различных странах. Отсутствие универсальной для всех стран модели эффективной НИС указывает на значимость данного исследования. Результатом исследования является выявление особенностей формирования НИС для ряда стран (кластеров), а также даны рекомендации по совершенствованию НИС с учетом данных особенностей. Для проведения исследования были использованы методы корреляционно-регрессионного анализа инновационных показателей по странам, данные по которым имеются в открытом доступе. Оценка и проверка адекватности применяемой модели определяется числового анализа полученных данных, а также путем экономической интерпретации. Корреляционно-регрессионный анализ производится отдельно для стран из разных кластеров, для того чтобы выявить особенности между ними.
