Ambiguity of this problem is generated by a combination of the conventional international legal principle of the sovereignty and inviolability of the supreme power of the state in its territory with growing belief that the world community cannot remain indifferent to death and mass violations of the human rights in this or that state.
<trans-abstract xml:lang="ru">Представленная статья посвящена анализу проблемы отношения гуманитарной интервенции к концепции государственного суверенитета и невмешательства других государств в его внутренние дела. Неоднозначность данной проблемы порождается сочетанием общепризнанного международно-правового принципа суверенитета и неприкосновенности верховной власти государства на его территории с растущим убеждением в том, что мировое сообщество не может оставаться равнодушным к гибели и массовым нарушениям прав людей в том или ином государстве.</trans-abstract><kwd-group xml:lang="en"><kwd>humanitarian intervention</kwd><kwd>intervention in internal affairs</kwd><kwd>human rights</kwd><kwd>abstention from use of force</kwd><kwd>international peace and security</kwd><kwd>the state sovereignty</kwd><kwd>responsibility to protect</kwd></kwd-group><kwd-group xml:lang="ru"><kwd>гуманитарная интервенция</kwd><kwd>вмешательство во внутренние дела</kwd><kwd>права человека</kwd><kwd>воздержание от применения силы</kwd><kwd>международный мир и безопасность</kwd><kwd>государственный суверенитет</kwd><kwd>ответственность по защите</kwd></kwd-group></article-meta></front><body></body><back><ref-list><ref id="B1"><label>1.</label><mixed-citation>Гоббс Т.
