The resilience is usually defined as an ability of an individual, society or ecosystem to recover or adapt after a shock. Discourse-analysis of the local periodical press enabled authors to draw two important conclusions. Firstly, resilience as a strength feature of a (city) community is internally generated, rather than imposed from top down. Secondly, the resilience of urban population to terrorism both in Russia and in European countries has similar features, namely the high degree of low-level civil self-organization and active use of social networks potential. The relevance of resilience serves as an indicator that this concept has become a core element of a new public security paradigm in the West. At the same time, resilience is not featuring in the Russian social-political discourse at all. However, authors have identified a number of provisions in the 2009 Concept of combating against terrorism, which might be considered as feasible prerequisites for the articulation of resilience in the Russian discourse in the future. Filling this gap might be a strategically important task in context of enhancement of the Russian Federation’s strategy of counter-terrorism activity.</p></abstract><trans-abstract xml:lang="ru"><p>В данной статье предпринята попытка выявить актуальные возможности для использования категории стрессоустойчивости в качестве концептуальной основы нового подхода к борьбе с международным терроризмом. В наиболее общем виде стрессоустойчивость понимают как способность индивида, сообщества или экосистемы возвращаться в прежнее/адаптированное состояние после воздействия шока. Дискурс-анализ публикаций местной периодической печати, посвященных терактам в Санкт-Петербурге и Стокгольме весной 2017 года, позволил авторам сделать два важных вывода. Во-первых, стрессоустойчивость, как прочностная характеристика (городского) социума, формируется внутри него самого, а не насаждается сверху предписаниями официальных органов власти. Во-вторых, стрессоустойчивость городского населения к терроризму как в России, так и в европейских странах имеет ряд одинаковых проявлений. Прежде всего, это призванная смягчить негативные последствия кризиса низовая гражданская самоорганизация, дополненная высокой степенью солидарности жителей города в условиях экстренной ситуации. Более того, необходимо отметить значимость координирующей роли социальных сетей, выступивших в качестве площадки для публичной коммуникации. Востребованность стрессоустойчивости позволяет говорить о том, что на Западе данная концепция сегодня составляет основу новой парадигмы общественной безопасности. При этом в российском общественно-политическом дискурсе стрессоустойчивость фактически не представлена. Тем не менее, авторы выявляют ряд положений в содержании Концепции противодействия терроризму 2009 года, которые можно рассматривать в качестве реальных предпосылок для артикуляции стрессоустойчивости в российском общественно-политическом дискурсе.
