The specific characteristics of the region have contributed to the development of a regional regime and local solutions for the protection of displaced persons, grounded in the “spirit” of the 1984 Cartagena Declaration on Refugees. In the context of implementing Sustainable Development Goal 17 (SDG 17), Latin America engages a wide range of actors in cooperative efforts at the local, regional, and global levels to ensure access to legal and policy mechanisms. These initiatives involve civil society, the private sector, states, and displaced persons themselves, making it possible to speak of the emergence of a Network Society Communicative Model (NSCM) in the field of protection for displaced persons. The study examines population displacement in Latin America and the solutions achieved through cooperation among different actors within the NSCM, which may serve as examples of good practice in the protection of displaced persons. It considers Brazil’s Operation Welcome (Operação Acolhida), which facilitates the reception and integration of Venezuelan migrants and refugees. The study is interdisciplinary and qualitative in nature, drawing on Manuel Castells’s theory of the network society, Jürgen Habermas’s theory of communicative action, Karl-Otto Apel’s concept of the communication community, B. Chimni’s dialogical model, and Alexander Betts’s idea of interconnections in global governance. The findings suggest that Brazil’s Operation Welcome combines the provision of emergency humanitarian assistance with measures to integrate Venezuelan migrants and refugees into the host society. This model reflects Brazil’s commitment to responding comprehensively to the needs of displaced persons by coordinating efforts between state authorities, international and non-governmental organizations, and other non-state actors.</p>
Эта модель отражает стремление Бразилии комплексно отвечать на потребности перемещенных лиц, координируя усилия государственных органов, международных и неправительственных организаций и других негосударственных участников.</p></trans-abstract><trans-abstract xml:lang="zh"/><kwd-group xml:lang="en"><kwd>migration</kwd><kwd>Venezuelan refugees and migrants</kwd><kwd>Network Society Communicative Model</kwd><kwd>regional migration regimes</kwd><kwd>Cartagena regime</kwd><kwd>UNHCR</kwd><kwd>Operation Welcome</kwd><kwd>Roraima</kwd></kwd-group><kwd-group xml:lang="ru"><kwd>миграция</kwd><kwd>венесуэльские беженцы и мигранты</kwd><kwd>коммуникативная модель сетевого общества</kwd><kwd>региональные миграционные режимы</kwd><kwd>Картахенский режим</kwd><kwd>УВКБ ООН</kwd><kwd>операция Добро пожаловать</kwd><kwd>Рорайма</kwd></kwd-group><funding-group/></article-meta><fn-group/></front><body></body><back><ref-list><ref id="B1"><label>1.</label><citation-alternatives><mixed-citation xml:lang="en">Apel, K.
