It focuses on factors which influence shaping and transformation of Japan’s approach towards this sphere of UN activity. For the first time, Japan sent its Self-defense forces to participate in the PKO in the early 1990s and since then peacemaking has become one of the symbols of Japan's contribution to international security. Despite the significance of cooperation with the UN that the Japanese government has underlined, the indicators that characterize Japan's participation in peacekeeping remain at a low level. In the article, the author explores the causes of this phenomenon and identifies patterns that characterize the models of Japanese participation in PKO. Using the historical method and content analysis of official documents and speeches by Japan’s representatives the author explores the hypothesis that currently, from the point of view of the Japanese government, the issue of participation in the PKOs is important as a way to adapt the public to the expansion of the sphere of activity of the Self-defense forces, but in practice, the ruling circles seek to avoid the risks associated with the participation of the Japanese military in the PKOs, preferring to shift the focus on peace-building, financial, educational and technological contribution that Japan can make to UN operations. The concept of active pacifism promoted by Abe did not lead to a more extensive participation of the Japanese military in the PKOs. An analysis of current trends in peacekeeping suggests that the participation of Self-defense forces in PKOs will remain at a low level and will be offset by other opportunities for Japan to contribute to international peacekeeping.</p></abstract><trans-abstract xml:lang="ru"><p>Статья посвящена анализу политики Токио в отношении миротворчества. Автором исследованы факторы, влияющие на формирование и эволюцию японского подхода к этой сфере деятельности ООН. Впервые Япония направила Силы самообороны для участия в операциях по поддержанию мира (ОПМ) в начале 1990-х гг., а миротворчество стало одним из символов ее вклада в обеспечение международной безопасности. Несмотря на значение, которое японское правительство придает сотрудничеству с ООН, показатели, характеризующие участие этой страны в миротворчестве, остаются на низком уровне. Автор исследует причины этого феномена и выявляет закономерности, характеризующие паттерны японского участия в миротворческих операциях. В начале 1990-х гг. миротворчество рассматривалось в контексте увеличения глобальной роли страны, а также как способ увеличить ее влияние в Азии. В 2000-е гг. в проблематике миротворчества больше внимания стало уделяться вопросам миростроительства, постконфликтного восстановления, позволяющего делать акцент на использовании официальной помощи развитию. В 2010-е гг. наблюдалась тенденция к формальному расширению рамок зарубежной деятельности Сил самообороны, однако это не привело к увеличению масштабов японского участия в миротворчестве. Принятие в 2015 г. нового законодательства по обеспечению мира и безопасности позволяет направлять Силы самообороны для участия в операциях, не обязательно в рамках ответственности ООН. Используя исторический метод, контент-анализ документов и выступлений японских официальных лиц, автор на базе реалистской, либеральной и конструктивистской парадигм исследует гипотезу о том, что в настоящее время провозглашение задачи участия в ОПМ важно в качестве способа адаптации общественности к расширению сферы деятельности Сил самообороны, однако на практике правящие круги стремятся избежать рисков, связанных с военным участием в зарубежных миссиях, предпочитая переместить акценты на миростроительство, финансовый, образовательный и технологический вклад в осуществление ооновских операций. Продвигаемая С. Абэ концепция активного пацифизма не привела к более масштабному участию японских военных в ОПМ.
